MAA-CO-26-022 Wilson Point Road Stormwater Management Improvements

This is a technical provisions and bid documents package issued by the Maryland Aviation Administration (MAA), a division of the Maryland Department of Transportation (MDOT), for federally funded construction at Martin State Airport. The project encompasses the construction of a storm drain conveyance system with a new outfall into Dark Head Cove, consisting of 30-inch, 48-inch, and 38-inch by 60-inch wide elliptical reinforced concrete pipe (RCP), inlets, precast manholes, and bulkhead outfall installation across approximately 2,315 linear feet in various diameters. The work includes site stabilization, pavement rehabilitation, erosion and sediment control, tree clearing, and utility relocations across 57 bid line items spanning both turf and existing pavement areas, including crossing Wilson Point Road. The pre-bid conference was held July 22, 2026 via Microsoft Teams, with no site inspection conducted. Written questions were due July 30, 2026 at 4:00 p.m. Bids were due August 13, 2026 at 1:00 p.m. via eMaryland Marketplace Advantage (eMMA), with subsequent revisions extending the deadline to August 20, 2026. The project is structured in seven phases with Phase 1 anticipated to begin July 2027 following seasonal restrictions for Dark Head Cove work, followed by a winter/spring shutdown for Baltimore County utility relocation, with Phases 2–7 resuming summer 2028. Total contract duration is 220 calendar days from the Notice to Proceed.

The contract will be awarded to the lowest responsive and responsible bidder based on the total base bid and any approved alternates, subject to Maryland Board of Public Works approval and fiscal year appropriations. The revised bid form establishes a minimum contract value of $419,000, comprising fixed allowances of $314,000 for miscellaneous construction, $100,000 for utility relocation, and $5,000 for security services, with temporary construction items capped at 3% of Subtotal A and mobilization/demobilization limited to 5% of Subtotal B. This is a federally funded project with no DBE participation goal (0%) and a 50% contractor self-performance requirement. Bids exceeding $100,000 require a 5% bid bond; performance and payment bonds equal to the contract price are mandatory. Davis-Bacon Act wage rates apply, and contractors must submit Federal certifications including Buy American certification and tax delinquency/felony conviction declarations. Liquidated damages of $1,800 per calendar day apply for failure to meet phase or overall project completion deadlines. All personnel must possess valid government-issued identification, complete airfield movement area training, and comply with airport access protocols including TSA security requirements. Designated subcontractors are required for Building Automation System (Johnson Controls), paging systems (Washington Professional Sound), Integrated Access Security Systems (M.C. Dean), video surveillance (Tyco), fire alarm (Honeywell), visual paging monitors (Comnet Software), and gate security (All County Security Agency).
