The project is structured in seven phases with Phase 1 anticipated to begin July 2027, with a total contract duration of 220 calendar days and completion extended through summer 2028 due to winter/spring utility relocation shutdowns.

Federal compliance requirements include Davis-Bacon prevailing wage rates, FHWA Form 1273 contract provisions, Buy American certification, 50% contractor self-performance requirement, and performance and payment bonds equal to contract price. Bid bonds of 5% are required for bids exceeding $100,000. The contract will be awarded to the lowest responsive and responsible bidder, subject to Maryland Board of Public Works approval. Liquidated damages are assessed at $1,800 per calendar day for failure to meet phase or overall project completion deadlines. Designated subcontractors are required for certain systems including Building Automation, paging, security access, video surveillance, fire alarm, and gate security systems.
