RESPONSE TO CONTRACTORS’ QUESTION
DXI Construction
1) Please clarify in further detail what is expected to be included under Bid Item No.1 soil stockpiling and testing for MAA Property?
Response: Bid Item 02 2200.1, Soil Stockpiling and Testing for MAA Property, shall include all labor, materials, equipment, transportation, handling, sampling, testing, reporting, and incidentals necessary to characterize and manage excavated soil designated for potential reuse on MAA property. This item shall include the establishment, maintenance, protection, and removal of stockpile areas; erosion and sediment control measures associated with the stockpile; collection and laboratory analysis of soil samples;
coordination of testing; and preparation and submission of required documentation. The
Contractor shall include all activities necessary to determine the suitability of the material for reuse on MAA property in accordance with the Contract Documents.
2) Please clarify in further detail what is expected to be included under Bid item No. 3 Soil and Ground Water Management plan for Lockheed Martin Property?
Response: Bid Item 02 2200.3, Soil and Groundwater Management Plan for Lockheed
Martin Property, shall include all labor, materials, equipment, supervision, documentation, coordination, monitoring, and incidentals necessary to implement and comply with the requirements of the attached Lockheed Martin Soil and Groundwater Management Plan during construction. This includes, but is not limited to, management, handling, segregation, stockpiling, characterization, transportation, tracking, and disposition of soil and groundwater encountered within the limits of the Lockheed Martin property;
implementation of applicable health and safety requirements; environmental monitoring;
sampling and testing required by the Management Plan; recordkeeping; reporting; and coordination with the Owner, Engineer, and regulatory agencies as required. The attached
Soil and Groundwater Management Plan is provided as part of the Contract Documents and should be used by the Contractor to determine the full scope of work associated with this pay item.
3) Please change Bid item No.2 Contingent Item – Contaminated Soil Removal to a per load item.
Response: A per-load item can introduce significant variability because truck capacities differ and loads may not be full. A cubic yard unit provides a consistent basis for measurement regardless of truck size or load configuration and allows for equitable comparison of bids.
Urban N. Zink Contractor, Inc.
4) Please confirm that the project will be completed in the 7 phases as shown on the plans.
Response: Per Contract Drawings G201 and G202, the project is to be completed in 7 phases with a winter/spring shutdown.
5) Please confirm the anticipated start date for this project.
Response: The anticipated construction contract start date is expected in July 2027, as shown on the conceptual schedule on sheet G202.
6) Please confirm the duration for Phase 1 of the project.
Response: Per Contract Drawings G201 and G202, Phase 1 duration is 45 consecutive calendar days.
7) Please confirm that Phases 2 through 7 starts in Summer of 2028 as stated on the bid documents.
Response: Correct, the phases shown on Sheet G202 depict the conceptual construction schedule which was developed to coincide with the County water and sewer project.
Schedule is subject to change pending coordination with the County water and sewer project.
8) Will the existing topsoil need to be screened?
Response: The Contract Documents do not require screening of existing topsoil. Salvaged topsoil shall comply with the requirements of Section 329115X, including removal of vegetation, roots, debris, stones, and other unsuitable materials, and shall meet the specified topsoil quality requirements. The Contractor may screen the topsoil at their discretion if necessary to achieve compliance with the specification.
9) Will the existing topsoil need to be composted?
Response: The Contract Documents do not require composting of existing or salvaged topsoil. Salvaged topsoil shall comply with the requirements of Section 329115X and be free of unsuitable materials as specified. The Contractor may elect to incorporate compost or other soil amendments at its discretion if necessary to achieve the specified establishment of vegetation.
10) Please confirm that the DBE and MBE requirements for this project is 0%.
Response: The DBE goal for this solicitation is 0%. There are no MBE requirements for this solicitation.
11) Will the staging area require a stone base for the laydown area? If so, what depth?
Response: No stone base for the staging area will be required, as this area consists of aged asphalt and/or gravel surface.
12) Will temporary fence be required around the contractor staging area?
Response: Temporary fence around the contractor staging area is not a contract requirement, as this area is already within a fenced area. If the Contractor wants additional fencing, it will be at the contractor's cost.
13) Will caulking / sealant be required for the concrete work on this project?
Response: Caulking/sealant is not required for the concrete work around the bulkhead.
14) See sheet C511, will steel sheet piles be required or can a coffer dam be installed?
Response: The coffer dam design (using sheet piles or other method) is delegated to the
Contractor. Sheet piles for use as the coffer dam are not required by the Contract
Documents. The Contractor shall be responsible for design using any material (sheet pile or otherwise), including all associated exploratory surveys, geotechnical investigations and additional permitting if needed.
15) See unit price item 36, will an arborist be required for this work?
Response: An arborist will not be required for tree/vegetation clearing and grubbing.
16) See unit price item 57, what items fall under Temporary Construction Items?
Response: This pay item is intended to cover temporary construction-related items and activities that are necessary to complete the work but are not specifically identified for payment under another contract pay item. Contractors should refer to Section 01 0004X –
Temporary Construction Items for a complete description of the requirements.
17) See unit price item 60, what items fall under Miscellaneous Construction Allowance?
Response: The Miscellaneous Construction Allowance is intended to provide funding for unforeseen or indeterminate work that may be identified during construction and authorized by the MAA. This allowance may be used for work that is not reasonably quantifiable during design and is not specifically included in another contract pay item. Expenditures under this allowance shall be performed only when authorized by the MAA and shall be supported in accordance with the Contract Documents.
18) See unit price item 62, what items fall under Utility Relocation Allowance?
Response: The Utility Relocation Allowance may be used for owner-directed utility relocation or utility conflict resolution activities, including utility adjustments, protection in place, temporary utility support, emergency repairs, coordination with utility owners, and other unforeseen utility-related work that is not specifically included under another contract pay item. The allowance is intended to address utility conditions encountered during construction that could not be reasonably determined during design. Work performed under this allowance shall require prior authorization by the MAA and/or
Engineer.
19) See Sheet C123, please confirm if the asphalt / gravel area will need to be restored with asphalt once the RCP storm line is installed.
Response: The surface material can be replaced with graded aggregate base material in this location.
20) Please confirm if our crews will be required to wear hazmat suits / masks to handle the potential contaminated soils for this project.
Response: The staff would not be required to wear hazmat suits unless they were to find contaminated soils through visual or olfactory identification of contamination. OSHA
Level D worker protection would be the standard unless contamination is discovered.
Level D protection includes standard construction worker clothing:
• Coveralls (Work Uniform)
• Safety boots/shoes
• Safety glasses or chemical splash goggles
• Hard Hat
No respiratory protection is required under Level D and there is no chemical protective suit.
The Contractor will need to follow all of the environmental covenants for this property.

Joshua Steininger 07:13
So, yeah, I am Josh Steininger with Michael Baker International, Civil Engineer. Let me. Joe, do you mind if I share my screen and show my presentation?
Joe Reese 07:25
Sure. Go right ahead.
Joshua Steininger 07:32
Okay. Let me know if you can see the screen.
Joe Reese 07:34
Yes.
Joshua Steininger 07:37
Okay. Alright. So, like Joe said, this is the Wilson Point Road Stormwater Management Improvements
Project at Martin State Airport. The main project goal is to construct a new storm drain outfall and alignment protruding to Dark Head Cove. It's going to be intercepting runoff that currently discharges to the Wilson Point Road as well. It's going to improve the Wilson Point Road corridor that we have right now, and then also it's going to be removing a damaged 18-inch corrugated metal pipe, repairing a tie-in and an 18-inch RCP. So, I just wanted to highlight those as the project’s main goals. So, this is the general project layout. I'll kind of zoom in a little bit more. Martin State Airport. Just wanted to make note for the contractors that this will be on MAA property, also SHA property, and then also Lockheed
Martin as also part of their property as well. So, you can kind of see in the hatch here's the proposed alignment corridor. Just wanted to note also we will be crossing Wilson Point Roads, so there's some utilities that the contractor needs to be aware of, such as a future sanitary, sewer and water main project that's going to be completed by Baltimore County. So that's something that the contractor needs to be aware of. And I'll go to next slide. So just kind of walking through the storm drain plans briefly, starting at upstream and working downstream. There's a crushed 18-inch CMP pipe that is going to be removed, compacted fill restore area with topsoil seed and soil stabilization matting right near the fence, and then starting at manhole 17, there's a manhole that's ultimately going to act as an inlet with an inlet top, and kind of going downstream, it's going to be intercepting manhole 16 is going to intercept the 18-inch
RCP line from the airfield. We did have an inspection report saying that this area needs to be repaired.
So, there's an attachment in the technical specifications that provides a bit more information about that, and that's going to be repaired with the following keynotes and the descriptions. Going a bit more downstream of the storm drain alignment, there's a future electric aircraft charging station that's going to be placed around this area that the contractor just needs to be aware of. And if we go a bit more downstream, manhole 14, 13, 12, and 11 go around the Baltimore City Police Hangar, Aviation Hangar, and we have a blowup of 13 and 12, kind of showing up right here. That's going to show that there's going to be a sanitary, sewer cleanout, a proposed new cleanout that's going to be installed since that's going to be hitting it, and that needs to be relocated along with the sanitary sewer line, and then some
- 5 -
PVC storm drain downspout connectors along with the cleanouts as well. So, we go back to the main viewport. 11 and 10 is going to be intercepting the under-drain storm drain lines that are kind of shown in right here, and it kind of keeps going downstream. There is a vacuum excavation that's going to end or start kind of around this stationing. That's a separate line item that the contractor needs to be aware of, and that's just to get eyes on the utilities that are here. And there are test bits that were completed during the design that are included in the contract documents. So, manhole 9, 8, 7, 6, 5, still kind of going downstream, and as shown, there's some utilities and some trees that also need to be removed and replaced. The trees that need to be removed and replaced and utilities, the contractor needs to be aware of, and I'll keep going downstream. It's going to cross Wilson Point Road, like I said before, there's going to be an elliptical pipe, as shown. We have a couple of sheets in the contract documents for the
Wilson Point Road, SHA section right here. It's going to be a 50-foot offset overlay roadway sign replacement, curb median, sidewalk to put back and replace in kind. Like I said, there's an existing water and sanitary sewer, and the county is planning to relocate those. So, we will be working around their schedule when they install their new lines and abandon the old lines. And then it's going to travel into
Lockheed Martin's property, manhole three, manhole two, manhole one, and ultimately, it's going to penetrate an outfall into Dark Head Cove at this end wall. There is a soil management plan that's in the technical specifications that the contractor needs to be aware of, and that is an attachment, and a pay item is included in there as well. So here is the construction safety and phasing plan. There are seven phases, kind of as shown, phase one going all the way up to phase seven, phase two, which is in Wilson
Point Road. We're trying to get that done as quickly as possible to minimize any disruptions for the SHA and the nearby folks. Low profile barricades are also shown here, since we're kind of getting close to the taxiway object-free area, so that would need to be placed. And then this is our conceptual construction schedule. This is conceptual. We're working with an outfall restriction from April 15 to October 15, so anticipating mobilization or NTP sometime in late summer or fall 2027. Here's the phases that are shown. And like I mentioned before, there's the county Water and Sewer Main Project in Wilson Point
Road that we'll just need to coordinate on that front. I think that's all I have for my presentation.
Candace, is there anything else you would like to discuss or add that I didn’t touch on.
Joe Reese 15:15
Okay, we'll go ahead and move on to the security issues that we may have over at Martin State Airport, and at this point, we will have Mr. Harold Fowler, who's the Chief at Martin State Airport Operations and Maintenance.
Harold Fowler 15:36
Alright. Good morning, everyone. I can't emphasize enough just to pay attention to the technical provisions that are laid out. They kind of spell out all of the segments that need to be adhered to. As just discussed, there is some work that is being done between the different phases that will be on the airport proper, and then some off of the airport. Security-wise, for those individuals who are going to need to access the AOA, that will be coordinated with our Airport Operations Office to ensure that the correct training is provided for those that are going to drive within the aircraft operating area. For those that are
- 6 -not, but just need to get on the airport again, within those technical provisions and construction documents, you will see staging areas and parking areas for your vehicles. Phase two, which was just discussed, is what is the Wilson Point Road crossing. That is the only, I would say main artery, but it is the only way in and out for the airport and all of our neighbors that are south of that point on Wilson
Point Road. So, being sure that one, we are doing everything we can to ensure it's being done safely.
Flaggers or whatever is necessary is going to be a big one, and then the communication with the project managers who communicate with us here at the airport, so that we can notify our neighbors when we expect to have some interruptions to that space. Right, so we have several neighbors, and then we also have a good number of law enforcement and emergency responders that are here at the airport themselves. So, ensuring that phase two is done in a safe and efficient way is going to be extremely important. The only other security side is, we did show in that phase one, the parcel ‘D’ for Lockheed
Martin, we do expect that will be transferred over to MAA, prior to the start of this first phase, and then so there won't be any additional security requirements that need to be fulfilled with Lockheed Martin directly to access that space. If that changes, we'll be sure to convey that to the teams. Outside of that, obviously, just all the regular safety aspects, Safety Officers, and PPE that's going to be necessary for this type of project, and any of those questions; safety, security questions can go to Joe, and then he'll get that back to us, so we can get some answers to you. Alright. Any questions before I turn it back over to Joe? Outstanding. Alright. Hearing none. I appreciate your time, and hope you guys have a good day.
Joe Reese 18:41
Okay. Thank you, Harold. So, I know that we have several people here from the OCRC. However, there is no goal on this contract. There is no DBE goal because there is federal funding on this contract. But I would like to ask if you guys have anything that you would need to add at this meeting. If not, we can move forward.
Sheldon Reynolds 19:25
Good morning, Joe, and the rest of everyone that's attending this meeting. I'll be speaking in place of
Brett Harold today. So, what we will add for the Office of Civil Rights and Compliance are the following provisions, which are within this contract. So, what I'm going to do now is read from our overall script of what's going to occur within the contract in regards to the MBE compliance. So, you said, Mr. Reese, you said there is no DBE compliance or DBE participation, that is correct. There is an
MBE participation, so I will read the provisions.
Joe Reese 20:11
No, there's no MBE and the DBE is a 0% goal. Yeah, there's none. Yeah, there was a PRG meeting that we just had recently that we had to change that based on the funding.
Sheldon Reynolds 20:32
So, there was no goal of MBE participation goal of 22% for contract MAA-CO-26-022. Okay, good enough. Alright then, I will pause. Thank you, Mr. Reese.
- 7 -
Joe Reese 20:47
Alright, no problem. Okay, so any questions that we have posed and responded to at this meeting will be included in the minutes of this meeting. Also, any questions posed from bidders after this meeting shall be submitted in writing by email to my attention at jreese2@bwiairport.com. Okay. Alright. Thank you. Just wanted to confirm.
Joe Reese 22:57
Okay. So, at this time, we'll go ahead and take questions, and please announce your name and your firm before asking your question. Any questions?
