About this opportunity
The City of Tucson, in coordination with the Arizona Department of Transportation (ADOT), is seeking a qualified general contractor through an Invitation for Bid (IFB #260170) for the Western Hills Neighborhood Revitalization project, a comprehensive infrastructure improvement initiative funded by the Federal Highway Administration (FHWA). The project encompasses roadway paving, sidewalk additions, ADA-compliant ramps, shared-use park paths, bus stop enhancements with shelters, and drainage improvements throughout the Western Hills and Las Vistas neighborhoods bounded by E 36th Street to the north, Jason Vista to the south, S Campbell Avenue to the west, and S Country Club Road to the east. Deliverables include milling and repaving all roadways within project limits, installing new sidewalks in areas lacking pedestrian connections, constructing ADA-compliant curb ramps at roadway intersections, implementing selective roadway reprofiing for improved stormwater drainage, enhancing bus stops along S Campbell Avenue and E 36th Street with new bus pads, shelters, benches, and trash receptacles, and constructing a new shared-use path within James Thomas Park. The selected contractor must complete all work within 360 consecutive calendar days from issuance of the Notice to Proceed, with substantial completion required within 15 calendar days of reaching the intermediate completion milestone, and must attend a mandatory pre-construction conference within 30 days of notice of award. The contractor must demonstrate adequate financial resources, satisfactory performance history, technical expertise, and equipment access per Arizona Revised Statutes Title 34, provide three representative completed projects of similar scope with owner references, maintain a Quality Control Manager to conduct specified testing per Table 106-1, and coordinate with multiple utility providers including Southwest Gas, Tucson Electric Power, Lumen/Century-Link, Cox Communications, Crown Castle, Tucson Water Department, and Pima County Regional Wastewater Reclamation Department. Bids are due on Friday, May 1, 2026, at 2:00 p.m. local Arizona time, with a pre-bid conference scheduled for Friday, April 17, 2026, at 10:00 a.m. via Zoom, and the bid opening occurring the same day as the submission deadline via virtual meeting, with Notice of Intent to Award expected within 60 days of bid opening. Evaluation will be made to the lowest responsive and responsible bidder, and the apparent low bidder must submit a completed Contractor Responsibility Form within four business days of bid opening.
The project is subject to multiple set-aside and compliance requirements, including Davis-Bacon prevailing wage provisions, Section 3 employment opportunity benchmarks requiring 25 percent or more of all labor hours performed by Section 3 workers with a minimum 5 percent by Targeted Section 3 workers, and Small Business Enterprise (SBE) participation goals to be established by the City's Business Services Department Business Enterprise & Compliance Program, with bidders required to submit a completed Subcontractors List and Proposed SBE Plan identifying all SBE subcontractors and first-tier subcontractors with contract values exceeding $5,000. While a Disadvantaged Business Enterprise (DBE) goal of 0 percent is currently in effect due to ADOT's transitional pause in DBE goal-setting following the October 3, 2025 U.S. Department of Transportation Interim Final Rule, contractors are encouraged to employ reasonable means to obtain DBE participation and must register in the Arizona Unified Transportation Registration and Certification System (AZ UTRACS), submitting a Bidders/Proposers List within four business days following bid opening. The project requires compliance with federal requirements including the Build America Buy America Act (BABAA), federal immigration verification via E-Verify, Contract Work Hours and Safety Standards Act provisions, Clean Air Act and Federal Water Pollution Control Act compliance, Byrd Anti-Lobbying Amendment certifications, Executive Order 11246 equal employment opportunity requirements, Section 3 of the Housing and Urban Development Act of 1968, and Americans with Disabilities Act standards. Bidders must provide bid security of at least 10 percent of their total bid and, upon award, furnish performance and payment bonds each in the amount of 100 percent of the contract price, obtain a City of Tucson Business License and Arizona Registrar of Contractors licensing, and maintain Commercial General Liability insurance of $1,000,000 per occurrence with $2,000,000 general aggregate, Commercial Automobile Liability of $1,000,000 combined single limit, and statutory Workers' Compensation coverage. The Engineer's Estimate for this project totals $9,076,594.00, comprised of $8,608,036.00 for Western Hills Neighborhood construction and $468,558.00 for James Thomas Park construction, with liquidated damages set at $2,710 per calendar day for failure to meet completion deadlines, and the anticipated contract award value is expected to fall within the $5,000,000 to $10,000,000 range based on competitive bidding.
