Western Hills Neighborhood Revitalization Project - Special Provisions

This document comprises the Special Provisions for the Western Hills Neighborhood Revitalization Project, a joint undertaking by the City of Tucson Department of Transportation and Mobility in partnership with the Arizona Department of Transportation (ADOT). The project involves comprehensive neighborhood improvements including roadway milling and repaving, ADA upgrades with concrete curb access ramps and sidewalks, enhanced bus stops with shelters along E 36th Street, speed humps and speed table installations, asphaltic shared-use path construction within James Thomas Park, utility adjustments, and drainage improvements through roadway reprofiling. The project encompasses the Western Hills and Las Vistas neighborhoods bounded by E 36th Street to the north, Jason Vista to the south, S Campbell Avenue to the west, and S Country Club Road to the east. The contractor shall have 360 consecutive calendar days from the Notice to Proceed to complete all work. A pre-construction meeting must be scheduled within 14 calendar days of notice of award and held within 30 days, at which point the Notice to Proceed will be issued. The contractor must submit a critical path construction schedule meeting or reducing the allotted contract days.

The project imposes substantial requirements regarding quality control, traffic management, environmental compliance, and stakeholder coordination. The contractor bears full responsibility for quality control testing in accordance with Table 106-1 specifications and must designate a Quality Control Manager. Payment adjustments apply for deficiencies in asphaltic concrete mixture properties and compaction per Tables 110-2 and 110-5. Traffic control must maintain at least one open lane unless alternative approaches are approved, with emergency vehicle and mail delivery access continuously maintained. The contractor must coordinate with utilities, manage invasive species eradication including buffelgrass treatment, implement a Stormwater Pollution Prevention Plan, and provide GPS documentation of utilities accurate to within 0.5 feet. Specific restrictions apply during identified community events including the Gem and Mineral Show, Pima County Fair, and school sessions. Record drawings must be submitted within 60 days of project acceptance, with final retention withheld until acceptance is granted.
