Western Hills Neighborhood Revitalization Sealed Plans Summary

This document comprises sealed construction plans for the Western Hills Neighborhood Revitalization project, a comprehensive infrastructure improvement initiative undertaken by the City of Tucson in coordination with the Arizona Department of Transportation (ADOT) and funded by the Federal Highway Administration (FHWA). The project encompasses roadway milling and repaving, sidewalk installation, ADA-compliant curb ramps, shared-use park paths, bus stop enhancements with shelters and amenities, and stormwater drainage improvements across the Western Hills and Las Vistas neighborhoods bounded by E 36th Street to the north, Jason Vista to the south, S Campbell Avenue to the west, and S Country Club Road to the east. A pre-bid conference is scheduled for Friday, April 17, 2026, at 10:00 a.m. via Zoom, with sealed bids due on Friday, May 1, 2026, at 2:00 p.m. local Arizona time and bid opening occurring the same day via virtual meeting. The selected contractor must complete all work within 360 consecutive calendar days from issuance of the Notice to Proceed, with substantial completion required within 15 calendar days of the intermediate completion milestone, and must attend a mandatory pre-construction conference within 30 days of notice of award. Notice of Intent to Award is expected within 60 days of bid opening.

The Engineer's Estimate for the project totals $9,076,594.00, comprising $8,608,036.00 for Western Hills Neighborhood construction and $468,558.00 for James Thomas Park construction, with liquidated damages assessed at $2,710 per calendar day for failure to meet completion deadlines. The project is subject to Davis-Bacon prevailing wage provisions, Section 3 employment opportunity benchmarks requiring a minimum of 25 percent labor hours performed by Section 3 workers with 5 percent by Targeted Section 3 workers, and Small Business Enterprise (SBE) participation goals established by the City's Business Services Department. A Disadvantaged Business Enterprise (DBE) goal of 0 percent is currently in effect due to ADOT's transitional pause in DBE goal-setting. Bidders must provide bid security of at least 10 percent of their total bid and, upon award, furnish performance and payment bonds each in the amount of 100 percent of the contract price. The project requires compliance with federal requirements including the Build America Buy America Act (BABAA), E-Verify federal immigration verification, Contract Work Hours and Safety Standards Act provisions, and Americans with Disabilities Act standards, along with maintenance of Commercial General Liability insurance of $1,000,000 per occurrence with $2,000,000 general aggregate and statutory Workers' Compensation coverage.
