About this file
This is a Standard Specifications and Details document issued by the Pima Association of Governments (PAG) that serves as the technical reference framework for the Western Hills Neighborhood Revitalization project, a comprehensive infrastructure improvement initiative led by the City of Tucson in coordination with the Arizona Department of Transportation (ADOT) and funded by the Federal Highway Administration (FHWA). The project encompasses roadway milling and repaving, sidewalk installation, ADA-compliant curb ramps, shared-use path construction within James Thomas Park, bus stop enhancements with shelters and amenities, and stormwater drainage improvements across the Western Hills and Las Vistas neighborhoods. The City of Tucson issued Invitation for Bid (IFB #260170) with bids due Friday, May 1, 2026, at 2:00 p.m. Arizona time, a pre-bid conference scheduled for Friday, April 17, 2026, at 10:00 a.m. via Zoom, and bid opening on the same day as submission via virtual meeting. The selected contractor must complete all work within 360 consecutive calendar days from issuance of the Notice to Proceed, with substantial completion required within 15 calendar days of reaching the intermediate completion milestone, and must attend a mandatory pre-construction conference within 30 days of notice of award. Notice of Intent to Award is expected within 60 days of bid opening.
The Engineer's Estimate for the project totals $9,076,594.00, comprised of $8,608,036.00 for Western Hills Neighborhood construction and $468,558.00 for James Thomas Park construction, with anticipated contract award value expected to fall within the $5,000,000 to $10,000,000 range. Bidders must provide bid security of at least 10 percent of their total bid and, upon award, furnish performance and payment bonds each in the amount of 100 percent of the contract price. The project is subject to multiple compliance requirements including Davis-Bacon prevailing wage provisions, Section 3 employment opportunity benchmarks requiring 25 percent or more of all labor hours performed by Section 3 workers with a minimum 5 percent by Targeted Section 3 workers, and Small Business Enterprise (SBE) participation goals established by the City's Business Enterprise & Compliance Program. The project requires compliance with federal requirements including the Build America Buy America Act (BABAA), E-Verify federal immigration verification, Contract Work Hours and Safety Standards Act, Clean Air Act and Federal Water Pollution Control Act compliance, Executive Order 11246 equal employment opportunity requirements, and Americans with Disabilities Act standards. Liquidated damages are set at $2,710 per calendar day for failure to meet completion deadlines. The apparent low bidder must submit a completed Contractor Responsibility Form within four business days of bid opening and register in the Arizona Unified Transportation Registration and Certification System (AZ UTRACS), submitting a Bidders/Proposers List within four business days following bid opening.
