About this file
This is an Offer and Acceptance form for the City of Tucson's Western Hills Neighborhood Revitalization project, a comprehensive infrastructure improvement initiative funded by the Federal Highway Administration (FHWA) in coordination with the Arizona Department of Transportation (ADOT). The project encompasses roadway milling and repaving, sidewalk additions, ADA-compliant curb ramps, shared-use park paths, bus stop enhancements with shelters, and drainage improvements across the Western Hills and Las Vistas neighborhoods. The solicitation was issued as Invitation for Bid (IFB #260170) with a pre-bid conference held on April 17, 2026, at 10:00 a.m. via Zoom, and bids due on May 1, 2026, at 2:00 p.m. Arizona time. The selected contractor must achieve substantial completion within 360 consecutive calendar days from the Notice to Proceed and attend a mandatory pre-construction conference within 30 days of award notice. The apparent low bidder was required to submit a completed Contractor Responsibility Form within four business days of bid opening, with Notice of Intent to Award expected within 60 days.
The Engineer's Estimate totals $9,076,594.00, with the anticipated contract award value expected between $5,000,000 and $10,000,000 based on competitive bidding. Bid security of at least 10 percent of the total bid is required, and upon award, contractors must furnish performance and payment bonds each equal to 100 percent of the contract price, with liquidated damages set at $2,710 per calendar day for failure to meet completion deadlines. The project is subject to Davis-Bacon prevailing wage provisions and Section 3 employment opportunity benchmarks requiring 25 percent or more of all labor hours performed by Section 3 workers with a minimum 5 percent by Targeted Section 3 workers. Small Business Enterprise (SBE) participation goals are to be established by the City's Business Enterprise & Compliance Program, and contractors must submit a Subcontractors List and Proposed SBE Plan identifying all SBE subcontractors and first-tier subcontractors with contract values exceeding $5,000. Additional compliance requirements include federal immigration verification via E-Verify, Build America Buy America Act (BABAA) compliance, Commercial General Liability insurance of $1,000,000 per occurrence with $2,000,000 general aggregate, Commercial Automobile Liability of $1,000,000 combined single limit, statutory Workers' Compensation coverage, a City of Tucson Business License, and Arizona Registrar of Contractors licensing.
