Whitehall District Schools is soliciting sealed bids for Phase 1 of its WDS Bond Proposal renovation at Whitehall Middle School, Ealy Elementary, and Shoreline Elementary in Whitehall, Michigan, with bids due November 11, 2026 at 1:00 p.m. ET. Clark Construction Company is procuring on behalf of the district as construction manager, and Addendum No. 01 moved the bid due date from November 10 to November 11. Design documents come from Pure Architects and Millies Engineering Group.
Bidders must complete Clark's online trade partner prequalification before the post-bid interview to be eligible for recommendation to the district. Bids must include a 5% bid security, either a bid bond or certified check, plus the Familial Disclosure, Iran Economic Sanctions Act, and Criminal Background affidavits. Performance and payment bonds, state sales tax, and mandatory alternates and allowances must be included in the base bid. Prevailing wages and certified payroll are not required.
Scope spans bid categories for selective demolition, concrete, structural steel, roofing, HVAC and plumbing (separate categories for each school), electrical and fire alarm, food service equipment, flooring, painting, and sitework and landscaping. Key work includes cafeteria wing renovations and HVAC and electrical upgrades at the middle school and Ealy, roof replacements at multiple locations including Ealy Roofs 1 and 22, boiler room work, and Shoreline sidewalks, curbs, bus loop improvements, roughly 1,000 landscape plants, and hydroseeding. Asbestos abatement and OSHA paint sampling documentation were added by Addendum No. 01. All workers require lead and asbestos awareness training, and work must comply with MIOSHA and OSHA requirements.
Bid alternates include Shoreline Alternate 1 for seal coating and restriping about 79,550 square feet of asphalt, five middle school alternates (including tunnel infill and aluminum door replacement), an Ealy window covering alternate, Clark Alternates 01 and 02, and three additional Clark alternates added by Addendum No. 01. Allowances include $2,500 for lead exposure assessments and $15,000 for damaged concrete sidewalk replacement. Unit pricing is required for interior slab removal and replacement, additional slab sawcutting, wood fascia replacement, and roofing work. No total contract value appears in the source.
Construction at the middle school and Ealy runs April 2 through August 11, 2027, and Shoreline runs June 7 through August 5, 2027. Work hours are 7:00 a.m. to 3:30 p.m., Monday through Friday, and the schools remain occupied during construction. Contractors must attend weekly progress meetings and use ProjectSight for submittals and documents.
Clark will conduct in-person post-bid interviews with apparent lowest responsible bidders from November 13 through 20, 2026, at its Grand Rapids office, with invitations emailed November 12. The district board is scheduled to approve on December 2, 2026, and awards are projected for December 3 through 16, 2026. The pre-bid meeting was held October 29, 2026 at Viking Athletic Center, followed by site walkthroughs. Questions go to Tom Brennan at tbrennan@clarkcc.com. Bidders must acknowledge receipt of Addendum No. 01 with submission.
