About this file
This is an asbestos survey report prepared for Whitehall District Schools regarding the middle school building located at 401 S. Elizabeth Street in Whitehall, Michigan. The inspection was conducted on April 10, 2026, by Catherine Phelps, a Michigan Certified Asbestos Building Inspector, and the report was finalized on May 6, 2026. The survey identified and quantified asbestos-containing materials (ACMs) and presumed asbestos-containing materials (PACMs) throughout the 83,165 square-foot building, which was originally constructed in 1953 with additions in 1957 and 1967. Key findings include 9" x 9" floor tiles, Transite materials, thermal system insulation on pipes and fittings, cove base and glue, and various miscellaneous materials including roof tar, caulk, and window glazing. Significant damage to pipe insulation was noted in sealed tunnels beneath the 1953, 1957, and 1967 building sections. The survey also identified approximately 195 square feet of vinyl floor tile with ACM mastic, 2,270 linear feet of pipe wrap and fittings in the 1953 tunnel, and 5,896 square feet of tar roofing material on the 1967 east exterior.
The survey included 26 samples analyzed using polarized light microscopy (PLM), with results detailed in Appendix D. Of the materials tested, two ACMs were confirmed: 3% chrysotile in black coating on a metal sink (HA-19, subsequently removed) and 25% chrysotile in Transite around skylights (HA-32, 360 square feet). Additionally, 0.5% chrysotile was detected in brown glue on 12" ceiling tiles. The report notes that destructive sampling was not conducted, and significant limitations exist regarding inaccessible areas, sealed crawl spaces, and materials potentially concealed above hard ceilings or within wall cavities. The owner is advised that any materials discovered during future demolition or renovation activities should be presumed to contain asbestos until tested. Further roof sampling is recommended before any repair or replacement work, and precautions must be implemented during all future renovation or demolition activities. Laboratory analysis was performed by AAA Lead Inspections, Inc., located in Grand Rapids, Michigan.

Purpose of Asbestos Investigation The purpose of this inspection was to locate and sample any suspect asbestos containing materials (ACMs) in the building. Please refer to Appendix C for your future responsibilities as they relate to this report. Use the “Key Definitions” below as a guide when reading the results. Floor plans identifying sample locations and ACM locations are provided in Appendix B – use these as a guide when reading the results.
KEY DEFINITIONS
An Asbestos-Containing Material (ACM) is defined by the Environmental Protection Agency (EPA) and the Occupational Safety and Health Administration (OSHA) as a material that contains more than 1% asbestos as determined by polarized light microscopy (PLM). An Asbestos-Containing Building Material (ACBM) is a term that is defined as ACM found on the interior of the building.
The Asbestos Hazard Emergency Response Act (AHERA) defines three classes of asbestos-containing building materials (ACBMs), which includes surfacing materials, thermal system insulation, and miscellaneous materials. These are defined as follows:
Surfacing Materials (SM): a material that is sprayed or troweled on a surface (walls, ceilings, structural members, etc.) for acoustical, decorative, or fireproofing purposes.
Examples include textured plaster surfaces and fireproofing insulation.
Thermal System Insulation (TSI): a material that is used to inhibit heat transfer or prevent water condensation on pipes, boilers, tanks, ducts, and other components of hot and cold water systems and HVAC systems. Examples include pipe lagging, pipe wrap, block, boiler insulation, cements, and mud compounds.
Miscellaneous Materials (MM): this classification includes materials that do not fall into the first two categories. Typically, these materials are non-friable and can include floor tiles, ceiling tiles, roofing materials, Transite cement products, and hundreds of other building materials.
Survey Methods This survey generally follows NESHAP sampling guidelines, although destructive investigation was not permitted.
All inspection areas in the building were assigned a Function Space (FS) number, or room number, in order to identify the location of any suspect materials.
Sampled materials were identified as Thermal System Insulation (TSI), Surfacing (SM) or Miscellaneous Materials (MM).
A homogeneous area is defined by AHERA as a suspect material that is uniform in color, texture, construction/application date, and general appearance. Suspect ACMs were categorized as to material type then assigned into an HA. Homogeneous areas (HA) of suspect ACMs were identified based on visual observations and their location within the buildings.
All accessible areas within the structure were inspected for suspect ACMs. Each suspect ACM was placed in a homogenous group, physically identified, and quantified prior to sampling.

ADDITIONAL COMMENTS / MATERIALS:
ALL SAMPLE RESULTS IN APPENDIX D.
1. THERE IS POSSIBLY ADDITIONAL PIPE WRAP INSULATION ABOVE HARD CEILINGS OR INSIDE WALL CAVITIES. PRECAUTIONS MUST BE TAKEN WITH ANY MATERIAL DISCOVERED DURING DEMOLITION OR RENOVATION ACTIVITIES.
2. MOST OF THE ROOF WAS NOT DISTURBED DURING THIS INSPECTION, AND FURTHER SAMPLING SHOULD BE PERFORMED BEFORE
ANY REPAIR OR REPLACEMENT WORK IS PERFORMED ON THE ROOF.
SURVEY LIMITATIONS
The objective of this survey was to identify and quantify ACMs within this facility. Some ACMs may not have been discovered in the building due to inaccessibility (sealed crawl spaces, inaccessible ducts and piping, and other areas without reasonable access), omission of areas by request, or incomplete plans. Destructive sampling was not conducted. As such, in the event the building is demolished, or if additional suspect materials are uncovered in the building during renovation activities, the owner shall assume the material to be positive for asbestos until additional testing is performed.
The results, conclusions, and recommendations contained in this report pertain only to conditions observed at the time of the survey. AAA Lead Inspections, Inc. makes no representation or assumptions as to the nature of past conditions or future conditions.
The survey is designed to assist the building owner and other construction managers and contractors by locating ACMs prior to maintenance, repair, renovation, or other activities. The quantities listed in this report are an approximation, and any contractors bidding on the abatement work are ultimately responsible for their own quantities.
All analyses were performed by PLM. While PLM is the most commonly accepted analytical technique, it is known to have limited resolution and may not detect extremely small asbestos fibers, which generally are found in non-friable materials such as vinyl floor tiles. Although PLM is the EPA accepted method for bulk analysis, the client can opt for other more sophisticated methods of analysis, such as transmission electron microscopy (TEM), for non-friable materials that were analyzed as a non-ACM by PLM.
Portions of the samples, which were not consumed in the analysis, will be retained by the laboratory for a period of 60 days. The samples will be disposed of properly if written notification is not received prior to that date.
Inspector Certification The information contained in this report is a true and accurate representation of the conditions and activities at this property at the time of this investigation, based on the professional judgement of the person(s) who conducted and reported this Environmental Investigation.

Appendices
APPENDIX A – SUMMARY OF RESULTS
Twenty-six (26) additional samples were collected and analyzed for the presence of asbestos. One sample underwent additional point count analysis to verify or get a more accurate measurement on low percentage results. The sampling data from the 2017 inspection was also utilized to prevent redundancy.
Please refer to the asbestos quantities table and the sampling table summary for more information regarding descriptions, applicable quantities, and analytical data. Laboratory results are located in Appendix E.
Conclusions
The Millboard pipe insulation is a known ACM from previous sampling and the fire doors were presumed.
Additional investigation and potential sampling is recommended if work will be performed on the roof. If any structural demolition occurs, the concrete would require asbestos analysis before disposal.
Further mudded fittings or pipe insulation may exist above hard ceilings or inside wall chases.
Precautions must take place during any future renovation or demolition activities.
APPENDIX B – SITE INFORMATION
B-1: General Property Description:
The building is a single-story school with a basement and tunnels under the original 1953 area.
There are also tunnels under the 1957 and 1967 additions, but all tunnels have been blocked off and inaccessible. The interior walls are primarily block, with some plaster and drywall. Most of the building has a drop ceiling system. The floors are concrete covered with carpet, vinyl floor tiles, or ceramic tile.
The block walls in the upcoming renovation areas (FS-103) were drilled to search for vermiculite insulation. No vermiculite was identified.
B-2: Site Drawing
APPENDIX C – DUTIES OF THE EMPLOYER/BUILDING OWNER
According to 29 CFR 1926.1101 (Construction Industry Standard), employers and building owners shall identify TSI and sprayed-on or trowelled-on surfacing materials in buildings as asbestos-containing unless they determine that the material is not an ACM by approved methods. If the employer/building owner has actual knowledge, or has known through the exercise of due diligence, that other materials are asbestos-containing, they too must be treated as such.
Before work subject to the Construction Industry Standard is performed, building and facility owners must determine the presence, location, and quantity of ACM and/or PACM at the work site. A PACM is defined as a Presumed Asbestos-Containing Material, which means thermal system insulation or surfacing material found in buildings constructed no later than 1980. OSHA requires that these materials be presumed to contain more than 1% asbestos. Vinyl and asphalt flooring, which are categorized as miscellaneous materials, should also be considered a PACM.
The National Emissions Standards for Hazardous Air Pollutants (NESHAP) requires inspection of buildings for friable asbestos or non-friable asbestos materials that will be made friable by work methods during renovation or demolition activities.
If ACM is identified, building owners must ensure that all accessible surfaces are maintained as free as practicable of ACM waste and debris, and that all employees performing housekeeping activities have received asbestos awareness training.

Disclaimer
The final report cannot be reproduced, except in full, without written authorization from SanAir.
Fibers smaller than 5 microns cannot be seen with this method due to scope limitations. The accuracy of the results is dependent upon the client’s sampling procedure and information provided to the laboratory by the client. SanAir assumes no responsibility for the sampling procedure and will provide evaluation reports based solely on the sample and information provided by the client. This report may not be used by the client to claim product endorsement by NVLAP or any other agency of the U.S. government.
For NY state samples, method EPA 600/M4-82-020 is performed.
Polarized- light microscopy is not consistently reliable in detecting asbestos in floor covering and similar non-friable organically bound materials. Quantitative transmission electron microscopy is currently the only method that can be used to determine if this material can be considered or treated as non-asbestos containing.
