About this opportunity

Kissimmee Utility Authority (KUA) in Florida has completed the RFP process for comprehensive Utility Network Migration and Implementation Services under RFP 26-028-SH, with a June 12, 2026 proposal deadline now passed and oral interviews scheduled for August 13, 2026.

The scope encompasses assessment of KUA's existing network, data, and system architecture; development of a detailed migration and implementation plan with timelines and risk mitigation; data conversion and validation from legacy systems to a modernized Utility Network platform; system configuration, integration, and customization; testing, quality assurance, and performance validation; staff training and documentation; and post-implementation support, troubleshooting, and knowledge transfer. The selected contractor must ensure minimal disruption to ongoing operations while maintaining data integrity and security. Core implementation is expected to complete within a shorter timeframe than the full three-year contract term, with the remaining period available for support and enhancements. The contractor must serve as a single prime responsible for delivering the complete scope, though subcontractors may support specific components. KUA will provide underlying hardware and platform infrastructure; the contractor is responsible for establishing, configuring, and optimizing ArcGIS Enterprise environments. Post-go-live HyperCare and operational stabilization support is anticipated for approximately 2–6 weeks.

The anticipated contract term is three years with two optional one-year renewal periods at KUA's sole discretion. Service Tier C classification applies (procurements exceeding $500,000). A 100% performance bond is required upon award; no bid bond is required. Payment terms are net thirty days.

Five firms submitted proposals by June 12, 2026: Burns & McDonnell Engineering Company, Inc.; Epoch Solutions Group LLC; RAMTeCH Software Solutions, Inc.; SSP Innovations LLC; and Utility Data Contractors, Inc. Three firms—Burns & McDonnell, SSP Innovations, and Utility Data Contractors—were shortlisted for oral interviews on August 13, 2026 via Zoom. A final evaluation team meeting is scheduled for August 14, 2026, at 2:00 PM via Zoom.

Addendum No. 5 (June 8, 2026) clarified that Esri Professional Services engagement is optional, that KUA will provide various VPN connectivity solutions for remote vendor access, and that transmission and fiber assets will use a lift-and-shift migration approach remaining outside the Utility Network in this phase. Addendum No. 3 (May 15, 2026) removed the 100% performance bond requirement in favor of negotiated milestone-based payments and revised cybersecurity scanning to require exclusive VPN connectivity approved by KUA with IP whitelisting.
