About this file
This is an Addendum No. 1 to Request for Proposal (RFP) 26-028-SH issued by the Kissimmee Utility Authority (KUA) in Florida for Utility Network Migration and Implementation Services. The addendum was issued on May 1, 2026, by Sheila Hernandez, Senior Buyer (CPPB), and serves to clarify and modify the original solicitation documents. The addendum addresses bidder questions regarding project requirements and must be acknowledged and returned with all bid responses. Bidders are required to confirm their compliance with the additions and revisions outlined in the addendum, which shall be incorporated into the solicitation document with the same force and effect as the original bidding and agreement documents.
The primary clarification provided in this addendum addresses the performance bond requirement. In response to a bidder question, KUA explicitly confirmed that the 100% performance bond requirement cannot be reduced, removed, or replaced with payment retainage. All costs associated with the performance bond and other addendum requirements must be included in the bid pricing. Bidders must sign and date the acknowledgment form and return it with their bid response to confirm receipt of this addendum.
