About this file

This is a Public Notice of a Supplemental Evaluation Team Meeting issued by the Kissimmee Utility Authority (KUA) in Florida for RFP 26-028-SH, Utility Network Migration and Implementation Services. The RFP seeks comprehensive services including assessment of KUA's existing network and system architecture, development of a detailed migration and implementation plan with timelines and risk mitigation, data conversion and validation from legacy systems to a modernized Utility Network platform, system configuration and integration, testing and quality assurance, staff training and documentation, and post-implementation support. Five firms submitted proposals by the June 12, 2026 deadline, with three firms—Burns & McDonnell Engineering Company, Inc., SSP Innovations LLC, and Utility Data Contractors, Inc.—advancing to oral interviews on August 13, 2026. A Supplemental Evaluation Team meeting is scheduled for Thursday, October 1st, 2026 at 10:00 AM via Zoom to review additional reference information and consider revisions to evaluation scores. The anticipated contract term is three years with two optional one-year renewal periods at KUA's sole discretion, with core implementation expected to complete within a shorter timeframe and the remaining period available for support and enhancements.

The supplemental evaluation meeting will be conducted via Zoom with a meeting ID of 819 2447 0863 and passcode 145269. Service Tier C classification applies as the procurement exceeds $500,000. A 100% performance bond is required upon award, with payment terms of net thirty days. The contractor must serve as a single prime responsible for delivering the complete scope, though subcontractors may support specific components, and must ensure minimal disruption to ongoing operations while maintaining data integrity and security. Post-go-live HyperCare and operational stabilization support is anticipated for approximately 2-6 weeks. For questions regarding the evaluation meeting or RFP, contact Sheila Hernandez, CPPB, FCCM, Senior Buyer at (407) 933-9809 or procurement@kua.com.
