About this file
This is a Public Notice of Request for Proposal Utility Reference Interview issued by the Kissimmee Utility Authority (KUA) in Florida regarding RFP 26-028-SH for Utility Network Migration and Implementation Services. The RFP sought comprehensive services including assessment of KUA's existing network infrastructure, development of detailed migration and implementation plans, data conversion and validation from legacy systems to a modernized Utility Network platform, system configuration and integration, testing and quality assurance, staff training, and post-implementation support. Five firms submitted proposals by the June 12, 2026 deadline, with three firms—Burns & McDonnell Engineering Company, Inc., SSP Innovations LLC, and Utility Data Contractors, Inc.—shortlisted for oral interviews conducted on August 13, 2026 via Zoom. The anticipated contract term is three years with two optional one-year renewal periods at KUA's sole discretion. The notice specifically details a utility reference interview scheduled for September 28, 2026, from 3:00 to 4:00 PM via Microsoft Teams to discuss SSP Innovations LLC's performance and experience on completed utility network migration projects.
Service Tier C classification applies to this procurement, which exceeds $500,000 in value. A 100% performance bond was initially required upon award; however, Addendum No. 3 revised this requirement to negotiated milestone-based payments. Payment terms are net thirty days. KUA will provide underlying hardware and platform infrastructure, including ArcGIS Enterprise environments, while the selected contractor assumes responsibility for configuration and optimization. Post-go-live HyperCare and operational stabilization support is anticipated for approximately 2-6 weeks. The contractor must serve as a single prime responsible for delivering the complete scope, though subcontractors may support specific components. Esri Professional Services engagement is optional, and KUA will provide various VPN connectivity solutions for remote vendor access with exclusive VPN connectivity and IP whitelisting required for cybersecurity scanning. Transmission and fiber assets will utilize a lift-and-shift migration approach remaining outside the Utility Network in this phase.
