About this opportunity

The School Board of Volusia County, Florida, is conducting a Request for Proposal (RFP) #2024-5006 for Uniform Purchases, Rentals, Leases, and Related Services covering multiple district departments including Transportation, School Way Cafe, Maintenance/Facilities, Safety and Security, and Custodial services. The comprehensive procurement seeks vendors capable of providing uniform solutions encompassing purchases, rentals, leases, and supplementary services such as laundering, embroidery, screen-printing, and potential uniform buyback programs. Vendors must provide uniforms for approximately 1,324 employees across various departments, with specific requirements for fabric types, sizing (XS-5XL), and customization options. The solicitation's evaluation criteria will assess vendors on their ability, capacity, and skill (weighted at 50%), relevant experience (weighted at 30%), and approach and methodology (weighted at 20%). Key procurement dates include a proposal submission deadline of October 2, 2024, at 2:00 PM EST, with an anticipated contract period of December 11, 2024, to December 10, 2027, including potential one-year renewal options. Evaluation meetings are scheduled for October 23 and October 30, 2024, with short-listed firms presenting on October 30, 2024, and a Notice of Intended Decision expected on November 1, 2024.

Four vendors have been short-listed for the contract: BSN Sports, LLC; Cubco, Inc.; UniFirst Corporation; and Underwood Acquisitions dba Woodland & Rich, ranked in that order. The procurement was conducted as a full and open competition, with 44 vendors initially receiving the RFP and 6 vendors submitting responses. The estimated annual expenditure for this contract is $250,000, with funding to be drawn from the General Fund and potentially supplemented by federal funds. No specific set-aside designations for disadvantaged enterprises were explicitly mentioned in the documents. The contract allows for annual price re-determinations based on wage cost increases, with limitations on percentage adjustments and required documentation. Vendors must provide comprehensive documentation including insurance certificates, background screening compliance, drug-free workplace certifications, and various state and federal compliance forms. The School Board reserves the right to award to multiple vendors or a primary vendor based on total evaluation points, with pricing structured to include all shipping, handling, and associated costs.
