About this file
This document is a state and local contract opportunity and associated contract for the School Board of Volusia County, Florida, soliciting Uniform Purchases, Rentals, Leases and Related Services through Request for Proposal (RFP) #2024-5006. The solicitation seeks vendors to provide uniforms and related services for multiple district departments including Transportation, School Way Cafe, Maintenance/Facilities, Safety and Security, and Custodial, with an estimated annual expenditure of $250,000. The contract term is December 11, 2024 to December 10, 2027, with two optional one-year renewal periods. The RFP was released on August 20, 2024, with proposals due on September 23, 2024, and a board approval date of December 10, 2024. Vendors were required to submit product samples and pricing for various uniform items across different departments and size ranges.
Four vendors were ultimately selected: BSN Sports, LLC; Cubco, Inc.; UniFirst Corporation; and Underwood Acquisitions dba Woodland & Rich. The solicitation was conducted as a full and open competition, with 44 vendors initially sent the RFP, 6 vendors submitting responses, and 1 vendor declining to bid. The contract will be funded through the General Fund with a project code of 00000 and potentially supplemented by federal funds. Pricing is structured with firm-fixed prices for different uniform items, sizes, and departments, with variations for XS-XL and 2XL-5XL sizes. The contract allows for annual price re-determinations based on wage cost increases, with limitations on percentage adjustments and required documentation.

This Addendum is being issued in response to questions received regarding this RFP. Any questions relating to specific departments have been answered by the relative departments individually below.
Q. How many employees for Section A, the Direct Purchase?
A. Security-100; Transportation-193 allocated bus operator positions and 136 bus attendant positions (total 329);
Custodial-520; School Way Café (SWC)-475
Q. I see we have to submit a total of 6 samples for this section, which there seems to be 6 departments utilizing a Direct Purchase Program. Should submit a different polo for each department needing a different color?
A. Please provide six (6) different product samples (regardless of color); i.e. multiple types of shirts, pants, hats/visors, etc.
Q. Does logo and shipping have to be included in Firm Fixed Price?
A. Shipping does need to be included. Logos are to be priced separately on the price schedule.
Q. I don’t see any specifics on brands which we like, does that mean we can submit our own skus as we are a manufacturer? Doing so would benefit the School District in price and service.
A. Yes, you may submit your own SKUs as long as they meet the fabric requirements listed on the price schedule.
Q. Will you accept and review qualifying comments, or will this cause the bid to be thrown?
A. We will accept qualifying comments on the price schedule only.
Q. How many employees/wearers are currently in the rental/lease program?
A. Secruity-0; Transportation-39 (shop employees); Custodial-3; School Way Café-0
Q. Will the School District be willing to strike through the federal language?
A. No
Q. Should we include redlines in our response or do you want them ahead of time?
A. You may include redlines to the Contracted Services Agreement with your response.
Q. Will rental garments only have 2 emblems, or will they need Embroidery/Silk Screening?
A. only two emblems/patches. One patch for the VCS logo and the other with the employee’s name.
THE SCHOOL BOARD OF VOLUSIA COUNTY, FLORIDA
PROCUREMENT DEPARTMENT
Q. Hats and Visors are not rental items, why are these included under rental?
A. This was an error on our part and they should have only been listed under purchased items. Caps and visors will be purchased as needed.
Q. Is the Rental/Lease section a Rental program or a Lease program? These are 2 different programs with 2 different pricing structures.
A. Rental
Q. Many of the items you have listed under Rental/Lease program are only direct purchase items. How do you want us to handle on the pricing sheet?
A. We will be posting a new price schedule next week to address this.
Q. Direct Purchase Items are completely different from Rental Garments – How do we differentiate?
A. We will be posting a new price schedule next week to address this.
Q. How many service delivery points will there be?
A. Security-1; Transportation has four (4) shop locations in Daytona, Deland, Deltona and New Smyrna Beach; Custodial- 1; School Way Café- 1

NOTE: The BOARD reserves the right to reject any written price adjustments submitted by the CONTRACTOR and/or to not exercise any otherwise available option period based on such price adjustments if needed.
a) Basis for Price Redeterminations. The petition for price redetermination must be based on the increased costs of wages. Price redeterminations will be based solely upon changes in pricing or costs documented by either the Employment Cost Index (ECI) or Producer Price Index (PPI), whichever is applicable, as published by the Bureau of Labor Statistics. The base index number for the ECI and PPI will be for the quarter in which the Agreement was initiated. Any subsequent price redeterminations will use the last price redetermination approved for that price redetermination category as the "base index number." The BOARD shall, if deemed necessary, have the right to audit the CONTRACTOR'S records, including, but not limited to, payroll records to verify or otherwise investigate the validity of any price redetermination request.

All written documentation must satisfy the reasonable expectations of the Director of the Procurement Department and Internal Auditor.

The CONTRACTOR may petition for an increase of $0.25 per hour to be paid to the affected employee(s) and shall provide written and documented cost increases for FICA, Medicare, and Workers' Compensation. The resulting increase in costs shall be incorporated into fees/rates billed to the BOARD.

d) Price Redetermination Calculation. All Price Redeterminations shall be calculated and submitted as follows:
Example: CONTRACTOR indicated that thirty percent (30%) of the cost to provide the product/service is directly attributed to the redetermination category (wages).
Current applicable PPI = ................................................ $200.50 Base index PPI = ......................................................... - $179.20 PPI increase dollars= ............... ............ ................... $21.30
PPI increase percentage ($21.30 / $179.20 = .1189) ... ......... .......... 11. 9%
Agreement# CSA-2024-5006-1 Page 3 of 14
Unit cost of the service is ......................................................................... $100.00 30% of $100.00 is directly attributed to the redetermination category ........ $30.00 $30.00 X 11.9%: .......................................................................................... $3.57 New unit price for the product/service is ($100 + $3.57) ........................... $103.57
