About this opportunity
The Pinellas County School District is soliciting sealed electronic bids for Theater Lighting Renovations across three high school locations: Boca Ciega High School in Gulfport, East Lake High School in Tarpon Springs, and Palm Harbor University High School in Palm Harbor. The procurement encompasses complete removal of existing theatrical lighting systems and installation of new theatrical lighting systems with programming, video projection systems with motorized screens and digital media controls, new house lighting control systems, and minimum eight hours of training with video recording at each location. All work must comply with Florida Building Code State Requirements for Educational Facilities (SREF), NFPA standards, UL standards, the National Electric Code, and OSHA standards. Qualified bidders must be currently licensed Florida Electrical Contractors (EC) or Electrical Specialists (ES) as of the bid opening date and must demonstrate five continuous years of operation under the same legal entity, documented evidence of performing electrical work in theatrical spaces on a minimum of two projects within the last five years, and proof that all subcontractors meet similar licensing and experience requirements. Sealed electronic bids are due by 4:00 p.m. on Tuesday, March 10, 2026, through the District's OpenGov e-Procurement Portal at https://procurement.opengov.com/portal/PCSB, with mandatory pre-bid conferences held on February 24, 2026, at each location (8:00 a.m. at Boca Ciega, 10:30 a.m. at Palm Harbor University, and 12:45 p.m. at East Lake). The District will evaluate bids between March 11-13, 2026, with a Notice of Intent to Award posted on or about April 10, 2026, and School Board approval estimated for April 14, 2026. The contract period commences upon Notice to Proceed and ends by July 31, 2026, not to exceed 120 days, with liquidated damages assessed at $1,000 per calendar day for failure to meet the completion deadline. Awards will be made on an all-or-none basis by location to the lowest responsive and responsible bidder meeting all specifications, and the District may request financial statements for the previous three fiscal years and reserves rights to conduct pre-award negotiations.
The District has not designated this procurement for set-asides or restrictions based on disadvantaged enterprise status. Bidders must employ pre-approved theatrical subcontractors from an approved list including Mainstage Theatrical, Barbizon Lighting, and Candela Controls, and all materials, equipment, and systems must be listed by OSHA-approved Nationally Recognized Testing Laboratories. The District will consider pricing established through the State of Florida Department of Management Services, Division of Purchasing contracts in its evaluation. All bidders must submit proof of current insurance coverage within ten working days of contract award, with the School Board listed as an additional insured and certificate holder; General Liability Insurance limits of $1,000,000 per occurrence and $5,000,000 general aggregate are required for this project value. All materials and equipment shall carry manufacturers' standard warranties with work warranted free from defects for one year from final completion, and replacement parts must be available for five years post-delivery with shipment within 60 days of purchase order receipt. The total contract value is approximately $1,680,000 for all three locations combined, with a $50,000 contingency included as a separate line item for each location with no markup, and contractor markups limited to 10% on actual costs and subcontractor markups limited to 5%.
