About this file

This file consists of permit drawings for theater lighting renovations at East Lake High School in Tarpon Springs, prepared by the Pinellas County School District. The drawings include electrical details, demolition plans, new lighting and projection system specifications, theater lighting controls, projector mounting details, and related technical documentation dated January 29, 2026. The project encompasses complete removal of existing theatrical lighting systems and installation of new theatrical lighting with programming, video projection systems with motorized screens, digital media controls, and new house lighting control systems across three high school locations: East Lake High School in Tarpon Springs, Boca Ciega High School in Gulfport, and Palm Harbor University High School in Palm Harbor. Sealed electronic bids are due by 4:00 p.m. on March 10, 2026, through the District's OpenGov e-Procurement Portal. Mandatory pre-bid conferences are scheduled for February 24, 2026, at each location (8:00 a.m. at Boca Ciega, 10:30 a.m. at Palm Harbor University, and 12:45 p.m. at East Lake). The District will evaluate bids March 11-13, 2026, with a Notice of Intent to Award posted on or about April 10, 2026, and School Board approval estimated for April 14, 2026. The contract commences upon Notice to Proceed and concludes by July 31, 2026, not exceeding 120 days.

The total contract value is approximately $1,680,000 for all three locations combined, with a $50,000 contingency per location included as a separate line item with no markup. Contractor markups are limited to 10% on actual costs, and subcontractor markups are limited to 5%. Qualified bidders must be currently licensed Florida Electrical Contractors (EC) or Electrical Specialists (ES), demonstrate five continuous years of operation under the same legal entity, and provide documented evidence of performing electrical work in theatrical spaces on a minimum of two projects within the last five years. All subcontractors must meet similar licensing and experience requirements and be selected from an approved list including Mainstage Theatrical, Barbizon Lighting, and Candela Controls. General Liability Insurance of $1,000,000 per occurrence and $5,000,000 general aggregate is required. All materials and equipment must carry manufacturers' standard warranties with work warranted free from defects for one year from final completion, and replacement parts must remain available for five years post-delivery. Liquidated damages are assessed at $1,000 per calendar day for failure to meet the completion deadline. Awards will be made on an all-or-none basis by location to the lowest responsive and responsible bidder.
