About this file

This permit drawing file documents the theatrical lighting renovation specifications for Boca Ciega High School in Gulfport, prepared by the Pinellas County School District in Florida. The project encompasses the complete removal of existing theatrical lighting systems and installation of new theatrical lighting systems with programming capabilities, video projection systems with motorized screens and digital media controls, and new house lighting control systems at three high school locations: Boca Ciega High School, East Lake High School in Tarpon Springs, and Palm Harbor University High School in Palm Harbor. Sealed electronic bids are due by 4:00 p.m. on Tuesday, March 10, 2026, through the District's OpenGov e-Procurement Portal. Mandatory pre-bid conferences are scheduled for February 24, 2026, at all three locations (8:00 a.m. at Boca Ciega, 10:30 a.m. at Palm Harbor University, and 12:45 p.m. at East Lake). The District will evaluate bids between March 11-13, 2026, with a Notice of Intent to Award posted on or about April 10, 2026, and School Board approval estimated for April 14, 2026. The contract period commences upon Notice to Proceed and ends by July 31, 2026, with a maximum duration of 120 days.

The total contract value is approximately $1,680,000 for all three locations combined, with a $50,000 contingency included as a separate line item for each location with no markup. Contractor markups are limited to 10% on actual costs, and subcontractor markups are limited to 5%. Awards will be made on an all-or-none basis by location to the lowest responsive and responsible bidder. Qualified bidders must be currently licensed Florida Electrical Contractors (EC) or Electrical Specialists (ES), demonstrate five continuous years of operation under the same legal entity, and provide documented evidence of performing electrical work in theatrical spaces on a minimum of two projects within the last five years. All work must comply with Florida Building Code State Requirements for Educational Facilities, NFPA standards, UL standards, the National Electric Code, and OSHA standards. Bidders must employ pre-approved theatrical subcontractors from an approved list including Mainstage Theatrical, Barbizon Lighting, and Candela Controls. General Liability Insurance limits of $1,000,000 per occurrence and $5,000,000 general aggregate are required, with the School Board listed as an additional insured. Work is warranted free from defects for one year from final completion, with replacement parts available for five years post-delivery. Liquidated damages are assessed at $1,000 per calendar day for failure to meet the completion deadline.
