About this opportunity
The City of Phoenix Aviation Department is seeking responses from qualified small businesses to operate a Food & Beverage Micro Restaurant and Mobile Kiosk concession at Terminal 3 (pre-security locations) of Phoenix Sky Harbor International Airport, with responses due July 31, 2026. This is a small-business set-aside opportunity; only one respondent will be selected to operate both concessions under a single Concession Lease Agreement.
The scope consists of a 1,225 square-foot Micro Restaurant and a 150 square-foot Mobile Kiosk with an adjacent 210 square-foot storage area at two separate Terminal 3 pre-security locations. The City will provide all equipment listed in Attachments DD and EE, eliminating significant capital barriers for small operators. Respondents must demonstrate a minimum of three continuous years of food and beverage concessions experience (airport or non-airport) within the last six years, with documented gross sales and operational details for up to five venues. An on-site manager with documented F&B concession management experience, health and safety knowledge, and supervisory background is required.
Respondents must comply with the Airport Concession Disadvantaged Business Enterprise-Neutral (ACDBE-N) Program under 49 CFR Parts 23 and 26, including mandatory submission of Forms EO1-200 (Outreach Commitment), EO2-200 (Participants List and Outreach Efforts), and EO3-200 (Small Business Utilization Commitment) at proposal submission. Small business outreach documentation demonstrating solicitation efforts via email, phone, newspapers, websites, and trade listings is required. No specific ACDBE or small business participation goal percentage is stated; however, the City strongly encourages small-business utilization.
Successful respondents must maintain Commercial General Liability ($2 million aggregate), Automobile Liability ($5 million combined single limit for airside driving), Workers' Compensation (statutory with $100,000 employers' liability), Property Insurance at replacement value, and Fidelity Bond ($10,000), with the City named as additional insured. A performance guarantee cash deposit of six months of lease payments is required. Respondents must comply with federal nondiscrimination statutes (Title VI, Section 504, ADA, Age Discrimination Act), Immigration Reform and Control Act with E-Verify verification, and comprehensive environmental laws including CERCLA, RCRA, Clean Water Act, and Clean Air Act, with contractor bearing full remediation costs and indemnifying the City for environmental liabilities.
Evaluation will assess the respondent's F&B concept, on-site manager qualifications, business experience with comparable venues and sales history, financial projections (pro forma for both Micro Restaurant and Mobile Kiosk across five years using zero percent inflation), capital investment commitment, three airport business references, conflict-of-interest and transparency disclosures, and equal pay compliance. Premises are identified in the Draft Lease (Attachment A) and Premises Maps (Attachments B and C). Concessions Operating and Service Standards require pristine cleanliness, garbage removal within five minutes of customer departure, daily floor cleaning, Maricopa County Health Services compliance, proper food temperature maintenance, odor control, illuminated signage with City approval, and display of all required licenses and permits.
