About this opportunity

The Ontario International Airport Authority (OIAA) is soliciting bids for the Taxiway S (East) Reconstruction Project, located in San Bernardino County, California. The project involves comprehensive infrastructure improvements, specifically reconstructing approximately 51,000 square yards of Portland Cement Concrete (PCC) panels and 50,000 square yards of Asphalt Concrete (AC) shoulder pavement on Taxiway S, east of the Cucamonga Channel. The scope of work includes full-depth pavement demolition and replacement, grading, crack and spall repair, joint sealing, paint marking, centerline and shoulder lighting repair and replacement, and pavement subgrade stabilization. The solicitation is structured with a base bid and two alternates: Alternate I for full 50-foot shoulder width reconstruction and Alternate II for expanded airfield lighting upgrades on connecting taxiways. Bidders must possess a valid California Class A General Engineering Contractor License and self-perform at least 35% of the total work. The pre-proposal meeting is scheduled for June 3, 2025, at 10:00 am, with questions due by June 13, 2025, and proposal submissions due by June 27, 2025. The project is funded through FAA funding and will be delivered using the design-bid-build method, with an anticipated contract commencement in mid-January 2026 and a required completion timeline of 243 calendar days.

The project includes a 10% Disadvantaged Business Enterprise (DBE) participation goal, with bidders offering less than 10% DBE required to submit Good Faith Effort documentation. Contractors must complete comprehensive DBE procurement forms, including a Bidder's List Collection Form and Demonstration of Good Faith Efforts form to ensure compliance with 49 CFR Part 26 federal regulations. The Community Workforce Agreement establishes a goal of having 50% of total work hours performed by workers residing in San Bernardino and Riverside counties. Contractors are required to use union hiring halls and prioritize local workers, with specific requirements for core workforce employment and referral processes. Insurance requirements are substantial, including Commercial General Liability with a $10,000,000 Combined Single Limit, Automobile Liability with a $10,000,000 per accident limit, and Workers' Compensation insurance. The total base bid is $133,200, with additional allowances for Vehicle Surface Roughness (VSR) repair and environmental measures. Bidders must submit a bid bond of 10% of the bid amount and will be subject to liquidated damages of $5,000 to $10,000 per calendar day for missed milestone completions.
