About this file
The document is a project file for the Taxiway S (East) Reconstruction Project issued by the Ontario International Airport Authority (OIAA) in San Bernardino County, California. The project involves reconstructing approximately 51,000 square yards of Portland Cement Concrete (PCC) panels and 50,000 square yards of Asphalt Concrete (AC) shoulder pavement on Taxiway S, east of the Cucamonga Channel. The scope includes full-depth pavement demolition and replacement, grading, crack and spall repair, joint sealing, paint marking, centerline and shoulder lighting repair and replacement, and pavement subgrade stabilization. The solicitation includes a base bid and two alternates: Alternate I for full 50-foot shoulder width reconstruction and Alternate II for expanded airfield lighting upgrades. The pre-proposal meeting is scheduled for June 3, 2025, with questions due by June 13, 2025, and proposal submissions due by June 27, 2025. The project is set to commence in mid-January 2026 with a 243-calendar day completion timeline.
The project is funded through FAA funding and will be delivered using the design-bid-build method. Bidders must possess a valid California Class A General Engineering Contractor License and self-perform at least 35% of the total work. There is a 10% Disadvantaged Business Enterprise (DBE) participation goal, with bidders offering less than 10% DBE required to submit Good Faith Effort documentation. The Community Workforce Agreement establishes a goal of 50% of total work hours performed by workers from San Bernardino and Riverside counties. The total base bid is $133,200, with additional allowances for Vehicle Surface Roughness (VSR) repair and environmental measures. Insurance requirements are substantial, including $10,000,000 Combined Single Limit for Commercial General Liability and Automobile Liability. Bidders must submit a bid bond of 10% of the bid amount and will be subject to liquidated damages of $5,000 to $10,000 per calendar day for missed milestone completions.
