The scope of work encompasses full-depth pavement demolition and replacement, grading, crack and spall repair, joint sealing, paint marking, centerline and shoulder lighting repair and replacement, and pavement subgrade stabilization. The solicitation is structured with a base bid and two alternates: Alternate I for full 50-foot shoulder width reconstruction and Alternate II for expanded airfield lighting upgrades on connecting taxiways. The pre-proposal meeting is scheduled for June 3, 2025, at 10:00 am, with questions due by June 13, 2025, and proposal submissions due by June 27, 2025, with an anticipated contract commencement in mid-January 2026 and a required completion timeline of 243 calendar days.

The project is funded through FAA funding and will be delivered using the design-bid-build method, with a total base bid of $133,200. Bidders must possess a valid California Class A General Engineering Contractor License and self-perform at least 35% of the total work. The project includes a 10% Disadvantaged Business Enterprise (DBE) participation goal, with bidders offering less than 10% DBE required to submit Good Faith Effort documentation. The Community Workforce Agreement establishes a goal of having 50% of total work hours performed by workers residing in San Bernardino and Riverside counties. Insurance requirements are substantial, including Commercial General Liability with a $10,000,000 Combined Single Limit, Automobile Liability with a $10,000,000 per accident limit, and Workers' Compensation insurance. Bidders must submit a bid bond of 10% of the bid amount and will be subject to liquidated damages of $5,000 to $10,000 per calendar day for missed milestone completions.
