About this file
The Invitation for Bid (IFB) #2025-IFB-067 is issued by the Ontario International Airport Authority (OIAA), a joint-powers authority established by the City of Ontario and San Bernardino County. The project involves the Taxiway S (East) Reconstruction at Ontario International Airport (ONT), which will reconstruct approximately 51,000 square yards of Portland Cement Concrete (PCC) panels and 50,000 square yards of Asphalt Concrete (AC) shoulders on Taxiway S. The project includes full-depth pavement reconstruction, grading, crack and spall repair, joint sealing, paint marking, centerline and shoulder lighting repair and replacement, and stormwater quality treatment improvements. The bid is structured with a base bid and two alternates, with a pre-proposal meeting scheduled for June 3, 2025, and proposal submissions due by June 27, 2025. The contract period is anticipated to commence in mid-January 2026, with a required completion timeline of 243 calendar days.
The project has a Disadvantaged Business Enterprise (DBE) goal of 10% participation, and bidders offering less than 10% DBE will be required to submit Good Faith Effort documentation. Bidders must possess a valid California Class A General Engineering Contractor License and submit a bid/proposal bond for 10% of the bid amount. The project will be delivered using the design-bid-build method and is funded in part by FAA guidelines, which influences the project's scope and bidding structure. Proposers must comply with prevailing wage requirements, California Labor Code provisions, and various regulatory agency requirements, including those from the City of Ontario Building Department, San Bernardino County, South Coast Air Quality Management District, State Water Resources Control Board, Federal Aviation Administration, and Transportation Security Administration.

1. Introduction
1.1. Summary
The Proposed Project would reconstruct existing Portland Cement Concrete (PCC) panels and
Asphalt Concrete (AC) shoulders on Taxiway S, east of the Cucamonga Channel, within the airfield. Based on assessed pavement conditions, approximately 51,000 square yards of select
PCC panels of Taxiway S would be demolished and replaced, and approximately 50,000 square yards of AC shoulder pavement would be demolished and replaced in-kind. The Proposed
Project would include paving, grading, crack and spall repair, joint sealing, paint marking, centerline and shoulder lighting repair and replacement, and stabilization of the pavement subgrade where required.
Additionally, the project includes stormwater quality treatment improvements to comply with
California Storm Water Pollution Prevention Plan. The solicitation is structured with a base bid and two bid alternates.
1.2. Background
The Ontario International Airport Authority (OIAA) is a joint-powers authority (JPA) established by the City of Ontario and San Bernardino County, serving as a public agency in Southern
California.
Ontario International Airport (ONT) is a medium hub airport handling over 7 million passengers annually and serving as a key air cargo facility in the region. Spanning 1,741 acres in the City of
Ontario, California, ONT is located about 35 miles east of downtown Los Angeles, in the heart of the Inland Empire. The airport offers nonstop commercial jet service to over two dozen major destinations in the U.S., Mexico, and Taiwan, with connecting flights to numerous domestic and international locations. It also serves as the West Coast air and truck hub for UPS Airlines and is a major distribution point for FedEx Express and Amazon Prime.

ONT features two parallel runways, 8L/26R and 8R/26L, along with two passenger terminals and a dedicated international arrivals facility. Terminal 2 encompasses approximately 265,000 square feet and includes 12 gates (201–212), while Terminal 4 also spans 265,000 square feet with 14 gates (401–414). The International Arrivals Facility houses two arrival-only gates and a
U.S. Customs and Border Protection Federal Inspection Service (FIS). International departures operate from the main terminals.
With a history spanning over 100 years and terminal facilities exceeding 30 years in age, OIAA has recognized the need for redevelopment to accommodate current and future growth. To support increasing passenger and aircraft demand, OIAA is advancing a Capital Improvement
Program (CIP), focusing on infrastructure modernization, safety enhancements, and operational efficiency. The program aims to ensure ONT remains a safe, compliant, and high-capacity airport for years to come.

Invitation For Bid #2025-IFB-067 - Taxiway S (East) Reconstruction Project 3
Proposal Submission Deadline June 27, 2025, 2:00pm
2. Pre-Proposal Meeting - Virtual
A Pre-Proposal meeting will be held virtually through MS Teams on the date and time listed in the "Timeline" of this solicitation.
The OIAA highly recommends that at least one (1) member of your team attend this meeting as pertinent information regarding the project will be shared.
Join the meeting now
3. Scope of Work
The Taxiway S (East) Reconstruction project will remove and replace the Taxiway Sierra (S) pavement from the Cucamonga Channel along Taxiway S in the east direction to Taxiway
Whiskey (W). Associated pavement markings and electrical modifications to taxiway lighting are also included. Though the existing storm drainage and conveyance system is to remain, stormwater quality treatment features are also included within this project due to the
California Stormwater Pollution Prevention Plan. The project is delivered via the design-bid-build delivery method and due to the FAA funding and Advisory Circular guidance requirements, the project is released for bid with a base bid and two alternate bids. The bids include:
Base Bid - Covers all taxiway full strength pavement area with 40-ft wide shoulders. The existing shoulder is 50-ft wide; however, FAA AC does not permit funding of 50-ft wide shoulder.
Bid Alternate I - The intent is to replace the existing shoulder width of 50-ft, the outboard 10-ft excess from the FAA-required 40-ft will be replaced as a bid alternate. This will be offered as an additive/bid alternate so that AIP funds will not be used for the bid alternate. The base bid will require removal of the asphalt concrete surface in this area. If the bid alternate is selected, the contractor shall place back an AC surface course. If the bid alternate is not selected, the contractor shall place existing soil on top of the existing base course after milling off existing
AC.
Bid Alternate II – The original scope included only to address the electrical work within the footprint of the Sierra project area. However, as the design progressed, the airport operations and the airport PMT agreed that it is prudent to include associated airfield electrical work to bring the airfield lighting in compliance with the newest FAA AC that included edge light replacement, base cans replacement etc. all four connectors north of Taxiway Sierra to Runway
8R-26L to be included as part of this project .
The work under this bid alternate includes but is not limited to:

Bid/Proposal Bond:
The bid/proposal must be accompanied either by a check certified by a responsible bank, or a cashier’s check issued by a responsible bank, or a corporate surety bond of a responsible surety company for an amount not less than ten percent (10%) of the amount bid, payable to the order of the Ontario International Airport Authority, as a guarantee that the bidder/proposer to whom the contract is awarded will enter into the proposed contract and furnish the required bonds and as liquidated damages for any loss which may accrue from failure to do so; such payment, however, not to preclude recovery by OIAA or any amount over and above said sum to which OIAA sustains damage by reason of such failure or refusal. No bid will be considered unless accompanied by such check or bond.
If submitting a bond, bidders/proposers must use the bid bond provided herewith.

Submission of an incorrect bond may cause the bid to be non-responsive and result in its rejection.
OIAA reserves the right to cash such check and hold the proceeds. The proceeds will become the property of OIAA if the bidder to whom the contract is awarded fails or refuses to execute the contract and bonds within thirty (30) days after the contract is awarded.
