About this opportunity

The City of Austin, Texas is issuing a Request for Information on legal matters management systems, with responses due July 20, 2026 at 2:00 p.m. This is market research and capability discovery; the RFI does not constitute a solicitation or commitment to procure.

The City Attorney's Office—comprising seven divisions and approximately 115 employees—seeks to replace its legacy, unsupported Time Matters system with a content management and workflow solution. The solution must address four core functional areas: litigation matter management, document control, records retention, and outside counsel management. Functional requirements include matter organization and categorization, task and project tracking for legal staff, document storage and accessibility, searchability and retrieval, workflow automation with court filing automation and deadline alerts, records retention scheduling, outside counsel and billing management, and user custom configuration. The City requires vendors to address hosting options (SaaS, Cloud, and On-Premise), VPN compatibility and remote access for secure environments, legacy data extraction from Time Matters, ADA and Section 508 accessibility compliance, and technical feasibility of unified enterprise versus modular architecture approaches. Vendors must provide non-binding budgetary cost ranges, typical implementation timelines, and benchmarking data from comparable public-sector organizations.

Responses should include a written narrative addressing architectural, technical, and strategic questions and completion of a capabilities matrix spreadsheet. Optional 30-minute consultative demonstrations will be scheduled between August 3 and August 14, 2026; participation is voluntary and will not influence any future procurement decision. All submitted materials become public property subject to the Texas Public Information Act. Contact: Camille Blue, Procurement Specialist II, Camille.blue@austintexas.gov, 512-978-1963.
