About this opportunity

The Orange County Transportation Authority is soliciting bids for small equipment rental services under IFB 250129, with bids due January 29, 2026 at 2:00 p.m. Pacific Time. A pre-bid meeting was held on November 18, 2025. Cost is the sole evaluation criterion, weighted at 100 percent.

The contract carries a DBE participation requirement; the specific goal percentage is not stated in the materials, but bidders must either meet the goal or demonstrate bona fide good faith efforts and submit required DBE exhibits (Participation Commitment Form, written confirmation from each proposed DBE, Bidders List, and Good Faith Efforts form if applicable) by 4:00 p.m. on the second business day after the bid due date. Certification through the California Unified Certification Program (CUCP) is required. Davis-Bacon prevailing wage provisions apply.

The scope covers equipment rental services on an as-needed basis through a one-year blanket purchase order, effective February 1, 2026 through January 31, 2027. Equipment categories include forklifts, excavators, telehandlers, air compressors, generators, concrete grinders, plate compactors, AC units, portable restrooms and sinks, storage containers, pressure washers, temporary fencing panels, concrete barriers, steel barricades, rototillers, scissor lifts, industrial fans, and light towers. Bidders must submit firm-fixed daily, weekly, and monthly rental rates for all 21 equipment categories plus supplemental service rates for delivery, pick-up, fuel refill, set-up, and demobilization. Primary use is temporary fencing to secure OC Streetcar platforms.

The budget is $100,000 for the one-year term, estimated at approximately $7,800 per month plus $6,400 for supplemental costs. Pricing must remain firm throughout the contract term with no increases permitted; price decreases automatically extend to OCTA. Contractors must guarantee prices equal to or less than those offered to other local, state, or federal entities for equal or lesser scope. Evaluation weights lump-sum total price at 90 percent and parts cost mark-up at 10 percent.

Contractors must carry Commercial General Liability ($1 million per occurrence / $2 million aggregate), Automobile Liability ($1 million combined single limit), Workers' Compensation with Waiver of Subrogation, and Employers' Liability ($1 million per accident and disease). Coverage must be primary and non-contributive to OCTA. Contractors must designate a Health, Safety, and Environmental Representative holding current BCSP certification and demonstrating five years of construction or industrial experience within ten business days of award. Addendum #1, issued December 22, 2025, revises specifications and requirements; contractors must acknowledge receipt and incorporate all addendum requirements into bids.
