About this file
This document is a Price Summary Sheet Instructions guide for Invitation for Bid (IFB) 250129 issued by the Orange County Transportation Authority (OCTA) in California for small equipment rental services. The bid requires contractors to complete Section IV of the Bid Package by electronically entering unit prices for each line item, with all required fields mandatory to avoid non-responsive determinations. The contract is structured as a one-year Blanket Purchase Order with an estimated budget of $100,000, though estimated quantities are noted as evaluation purposes only and do not guarantee maximum or minimum purchase amounts.
Pricing must be firm-fixed for the entire contract term, incorporating all direct costs, indirect costs, freight, and profit as specified in the Scope of Work (Exhibit A). Contractors are prohibited from implementing price increases during the Blanket Purchase Order term, though bona fide price decreases will automatically extend to OCTA. Any invoices must be itemized and include supporting documentation for parts exceeding $500, with contractors required to substantiate actual replacement part costs as a condition of payment. Contractors must provide a minimum of ninety days' advance written notice and bona fide proof to secure any cost-adjustment requests, with no retroactive adjustments permitted and profit margins remaining firm. Additionally, contractors guarantee that bid prices are equal to or less than prices offered to other local, state, or federal government entities for equal or lesser scope services.
