About this file

This Scope of Work document outlines small equipment rental services required by the Orange County Transportation Authority (OCTA) in California. The Authority seeks qualified contractors to provide equipment rental services in support of operational and maintenance activities. The contract is structured as a one-year term with an anticipated budget allocation of $100,000. Specific equipment types, quantities, and rental duration requirements are detailed within the document to ensure contractors understand the scope and can submit competitive bids accordingly.

The pricing structure requires contractors to submit detailed rate schedules for the equipment categories specified, with costs evaluated as part of the overall bid response. The contract may include renewal options subject to performance and budget availability. Contractors must demonstrate experience and capability in providing reliable equipment rental services to government agencies. All submissions must comply with California and local procurement regulations, and the selected contractor will be required to maintain appropriate insurance coverage and meet equipment maintenance standards as outlined in the contractual terms.

SCOPE OF WORK

Small Equipment Rental Services

1. BACKGROUND

Orange County Transportation Authority (OCTA) requires access to various types of small equipment on an as-needed basis to support maintenance, construction support and special project activities.

2. SCOPE OF SERVICES

Contractor shall provide rental services for small equipment as requested by OCTA. Equipment may be required at various OCTA facilities or job sites throughout Orange County. All rental equipment must be compliant with applicable safety standards and in good operational condition.

Typical equipment to be rented includes, but is not limited to:

• Temporary fencing

• Windscreens

• Portable barriers

• Portable generators

• Industrial fans

• Light towers

• Air compressors

• Forklifts

• Scissor lifts

• Mini Excavators

• Grinders

• Compactors

• Rototillers

• Portable Air Conditioner Units

• Portable Restrooms

• Portable Sinks

• Storage Containers

• Pressure Washers

• Other comparable small equipment as requested by OCTA

Rental requests will vary in duration and may range from daily to monthly rentals. OCTA does not guarantee any minimum or maximum quantity of equipment.

3. CONTRACTOR RESPONSIBILITIES

Contractor shall be responsible for furnishing all rental equipment in safe, operational conditions and in compliance with OSHA, CAL/OSHA, and other applicable safety standards. Equipment must be delivered clean, serviced, and ready for immediate use. Deliveries and removals must occur within twenty-four (24) hours of OCTA’s request, unless otherwise agreed. The Contractor is expected to provide all requested equipment to OCTA-specified locations and to coordinate both delivery and pick-up, with all associated fees — including transportation, fuel surcharges, environmental fees, and setup costs — clearly identified in quotes and invoices.

In the event of equipment malfunction or failure, the Contractor shall provide replacement units within twenty-four (24) hours to avoid operational delays. Additionally, the Contractor must offer basic technical support and operating instructions upon request. A dedicated point of contact must be available to respond to OCTA’s service needs and facilitate timely coordination. All services shall be rendered with a high level of professionalism and responsiveness.

4. SAFETY AND COMPLIANCE

All equipment must:

• Meet or exceed CAL/OSHA and industry standards.

• Be inspected and maintained regularly.

• Be free of visible defects or hazards.

Contractor employees performing delivery or pick-up at OCTA facilities must adhere to OCTA’s safety and security protocols.

5. SCHEDULE OF WORK

OCTA will coordinate with the Contractor by providing at least twenty-four (24) hours’ notice for most equipment rental requests, whenever possible. OCTA will specify the delivery and pick-up locations and provide any relevant special instructions. Upon delivery, OCTA staff will verify the equipment's condition and confirm receipt. If there are any issues or deficiencies with the equipment, OCTA will promptly notify Contractor to allow for resolution or replacement.

6. INVOICING AND PAYMENT

Contractor shall submit invoices that clearly reflect itemized charges for each piece of equipment rented. Each invoice must include the equipment description and serial or identification number (if applicable), the rental period (start and end dates), delivery and pick-up location(s), and all associated charges including rental fees, transportation, fuel, and applicable taxes. Invoices must reference the OCTA-issued purchase order number. Payment will be made in accordance with OCTA’s standard terms and conditions following successful verification of services rendered.

7. SERVICE VERIFICATION

Upon completion of work, a verification of service will be made by OCTA's Facilities Maintenance Supervisor or designee prior to Contractor departing premises. Contractor shall complete a Verification of Work form (Attachment No. 1) and forward the form to the OCTA designee. Failure to adhere to these requirements and terms may cause non-payment of invoices.
