About this file
This is an Independent Cost Estimate (ICE) document prepared by the Orange County Transportation Authority (OCTA) for small equipment rental services on an as-needed basis. The procurement is requisition number R000575 with an estimated contract term ending September 17, 2025. The primary use for this contract is temporary fencing required to secure and protect OC Streetcar platforms prior to revenue service. The estimate was prepared by Christine Herrera, Contracts Analyst, and submitted to the Contracts Administration & Materials Management (CAMM) department along with the associated requisition and scope of work documents.
The total independent cost estimate is $100,000 for a one-year term. This estimate is based on analysis of current small equipment rental rates calculated at an average of $7,800 per month multiplied by 12 months, totaling $93,600, plus $6,400 for supplemental costs associated with delivery, setup, and return fees. The estimate was substantiated using current market analysis of small equipment rental rates and estimated usage patterns. All cost elements are categorized under Materials/Services with no direct labor, overhead, information technology support, travel, subcontractor, or other direct costs included in the estimate.
