About this opportunity
Salt Lake County is requesting proposals for commercial laundry maintenance and repair services at two jail facilities, with proposals due November 4, 2026. The contract covers quarterly scheduled preventative maintenance and as-needed repairs for one Milnor washer, five UniMac washers, eight UniMac dryers, and two Huebsch originator washers at the Adult Detention Center (Metro Jail) and Oxbow Jail in South Salt Lake City.
Bidders must demonstrate a minimum of three years' professional experience servicing Milnor, UniMac, and Huebsch equipment; maintain a service facility within 30 miles of Salt Lake County; hold professional business licenses in good standing for at least two years prior to bid submission; and provide three commercial references. Required insurance includes workers' compensation, commercial general liability of $1 million per occurrence with $2 million aggregate, and commercial automobile liability of $1 million per occurrence.
During each quarterly preventative maintenance visit, all authorized equipment must be serviced simultaneously. Tasks include cleaning, vacuuming, oiling, lubricating, evaluating grease and lube levels, drive belts, water inlets, discharge outlets, vents, air switches, and cyclone components; checking seals and overall operational condition; and inspecting bolts, screws, and weld points for loosening or wear. The contractor must provide on-site diagnostic visits within one business day of repair requests and emergency service within 10 hours, 24/7/365. The contractor supplies all necessary parts and labor as authorized through County-issued purchase orders, with off-site repairs permitted only at the County's discretion.
Bidders must complete a three-part pricing schedule: quarterly preventative maintenance unit pricing per facility; hourly labor rates for regular business hours, evenings, weekends, and holidays with minimum service call fees; and percentage discounts off published manufacturer list prices for parts. The County anticipates approximately $5,000 in annual costs but specifies no minimum or maximum purchase quantities. The contract has a six-year term with a 24-month price guarantee period; contractors may request price increases up to 3 percent annually thereafter with neutral third-party justification, subject to County approval. Award will be made to the lowest responsive and responsible bidder based on the Grand Total of the Pricing Schedule. The contract is non-exclusive, permitting the County to purchase from other sources during the contract term. Contractor security access applications are required for both facilities.
