About this opportunity
Salt Lake County is soliciting Stage 2 general contractor bids for the Midvale Campus Renovation (FAC133816-1), with bids due November 19, 2026. The solicitation is invitation-only and limited to the three contractors approved in Stage 1 of the RFP: Layton Construction (ICS), SIRQ Construction, and Willmeng Construction.
The County seeks a contractor to renovate the existing Midvale Campus building at 662 W Commerce Park Drive, Midvale, Utah, reconfiguring interior spaces to relocate County operations, and to construct a 40-plus space parking structure adjacent to the building. Bidders price a base bid and alternates, including Pedestal Pavers, Secure Parking Heat, and Alternate #4. Environmental and pollution liability coverage of $10 million must be specific to the Midvale Slag Superfund site remediation.
Bidders must be registered Utah contractors holding a minimum B-100 license from the Utah Department of Commerce, and all subcontractors must hold licenses for their work. Bidders must attend a mandatory site visit and submit questions through the Online Solicitation System. The initial bid requires a 5% bid bond on AIA Form A310-2010, a completed Offer and Cover Summary, and a Schedule of Values. Performance and payment bonds, each at 100% of the contract price, are due within ten days of award. Minimum insurance includes $5 million general liability and $10 million commercial automobile liability. If the project exceeds $3 million, the awardee must meet Ordinance 3.26 apprenticeship requirements of 10% apprentice labor hours per trade, with penalties of $2 to $10 per unmet hour, and Ordinance 3.27 construction procurement standards. Campaign contributions are capped at $100 per candidate under County Code 2.72A.
Award goes to the lowest responsive and responsible bidder whose bid falls within the construction budget, with the base bid and prioritized alternates evaluated combined. Funding is contingent on funding levels and approval by the Mayor. Work must finish within 365 calendar days of Notice to Proceed, with liquidated damages of $1,000 per calendar day for schedule delays. Bids remain valid for 60 calendar days after opening.
