About this file
This Schedule of Values is a pricing document for the Salt Lake County Midvale Campus Renovation project (FAC133816-1), prepared during Stage 2 of the general contractor selection process. The document outlines the bidding structure for three pre-qualified contractors: Layton Construction (ICS), SIRQ Construction, and Willmeng Construction. Bidders are required to provide pricing for a base bid and three alternates: Alternate #1 (Pedestal Pavers), Alternate #2 (Secure Parking Heat), and Alternate #4 (unspecified scope to be defined by bidder). The pricing template includes line items for Payment and Performance Bond, Insurance (with Builder's Risk to be provided by Salt Lake County), Division 01-General Conditions, and additional work divisions. Bids were due November 19, 2026, and the project involves interior reconfiguration of the existing Midvale Campus building at 662 W Commerce Park Drive and construction of a 40-plus space parking structure. A mandatory site visit and questions submission through the Online Solicitation System are required. The contract term is 365 calendar days from Notice to Proceed, with liquidated damages of $1,000 per calendar day for schedule delays.
All pricing submissions must match the totals entered into the Online Solicitation System (OSS) for both the base bid and each alternate. Bidders must submit a completed Offer and Cover Summary and Schedule of Values with their initial bid, along with a 5% bid bond on AIA Form A310-2010. Performance and payment bonds at 100% of contract price are due within ten days of award. Minimum insurance requirements include $5 million general liability, $10 million commercial automobile liability, and $10 million environmental pollution liability specific to the Midvale Slag Superfund site remediation. All bidders must be registered Utah contractors holding a minimum B-100 license; all subcontractors must hold appropriate licenses. The project is subject to Salt Lake County Ordinance 3.26 apprenticeship requirements (10% apprentice labor hours per trade with $2-$10 per hour penalties for non-compliance) and Ordinance 3.27 construction procurement standards. Award will be made to the lowest responsive and responsible bidder whose bid falls within the construction budget, with the base bid and prioritized alternates evaluated as a combined total. Bids remain valid for 60 calendar days after opening. Funding is contingent on approval by the Mayor.
