About this file
This is a Project Manual for a Stage 2 general contractor selection process issued by Salt Lake County, Utah for the Midvale Campus Renovation (FAC133816-1). The solicitation is invitation-only and limited to three pre-qualified contractors from Stage 1: Layton Construction (ICS), SIRQ Construction, and Willmeng Construction. The project involves renovation of the existing Midvale Campus building at 662 W Commerce Park Drive, Midvale, Utah, with reconfiguration of interior spaces to accommodate relocation of County operations and construction of a 40-plus space parking structure adjacent to the building. Bids are due November 19, 2026, and all bidders must attend a mandatory site visit and submit questions through the Online Solicitation System. The contract term is 365 calendar days from the Notice to Proceed, with liquidated damages of $1,000 per calendar day for schedule delays. Bids remain valid for 60 calendar days after opening.
Bidders must submit a 5% bid bond on AIA Form A310-2010, a completed Offer and Cover Summary, and a Schedule of Values with the initial bid, with performance and payment bonds each at 100% of the contract price due within ten days of award. Bidders must be registered Utah contractors holding a minimum B-100 license and ensure all subcontractors hold appropriate licenses. Minimum insurance requirements include $5 million general liability and $10 million commercial automobile liability, plus $10 million environmental and pollution liability coverage specific to the Midvale Slag Superfund site remediation. If the project exceeds $3 million, the awardee must comply with Ordinance 3.26 apprenticeship requirements (10% apprentice labor hours per trade with penalties of $2 to $10 per unmet hour) and Ordinance 3.27 construction procurement standards. Campaign contributions are capped at $100 per candidate under County Code 2.72A. Award goes to the lowest responsive and responsible bidder whose bid falls within the construction budget, with base bid and prioritized alternates evaluated combined. Funding is contingent on funding levels and approval by the Mayor.
