About this file
This file is a Construction Procurement Minimum Standards Ordinance applicable to Salt Lake County's Midvale Campus Renovation project (FAC133816-1). The solicitation is invitation-only, restricted to three Stage 1-approved general contractors: Layton Construction (ICS), SIRQ Construction, and Willmeng Construction. The project encompasses renovation of the existing Midvale Campus building at 662 W Commerce Park Drive in Midvale, Utah, with interior reconfiguration to accommodate County operations relocation, and construction of a 40-plus space parking structure adjacent to the building. Bidders are required to attend a mandatory site visit and submit bids by November 19, 2026, with initial bid submissions including a 5% bid bond on AIA Form A310-2010, a completed Offer and Cover Summary, and a Schedule of Values. Performance and payment bonds, each at 100% of the contract price, are due within ten days of award. The contract term is 365 calendar days from Notice to Proceed, with liquidated damages assessed at $1,000 per calendar day for schedule delays. Bids remain valid for 60 calendar days after opening.
Bidders must be registered Utah contractors holding a minimum B-100 license from the Utah Department of Commerce, with all subcontractors appropriately licensed for their respective trades. Minimum insurance requirements include $5 million in general liability coverage and $10 million in commercial automobile liability. Environmental and pollution liability coverage of $10 million must be specific to the Midvale Slag Superfund site remediation. If the project exceeds $3 million, the awardee must comply with Ordinance 3.26 apprenticeship requirements mandating 10% apprentice labor hours per trade, with penalties of $2 to $10 per unmet hour. Campaign contributions are capped at $100 per candidate under County Code 2.72A. Award is granted to the lowest responsive and responsible bidder whose bid falls within the construction budget, with the base bid and prioritized alternates evaluated in combination. Funding is contingent on approval by the Mayor and available funding levels.
