About this opportunity

The City of Cairo, Georgia issued a sealed-bid solicitation for seal-coat, crack seal, and remarking of airport pavement at Cairo-Grady County Airport with bids due December 9, 2022 at 2:00 p.m., but this solicitation has been cancelled and all bids rejected.

Bidders and subcontractors were required to be pre-qualified with the Georgia Department of Transportation as a mandatory eligibility gate. A DBE subcontracting goal of 8.82% of the prime contract dollar value applied, with bidders required to demonstrate good faith efforts to meet DBE obligations or provide documented evidence of such efforts; failure to satisfy this requirement rendered a bid non-responsive.

The work consisted of furnishing all labor, equipment, and materials for seal-coat, crack seal, and remarking operations at Cairo-Grady County Airport, with completion required within 45 calendar days from notice to proceed. The project was subject to federal Buy American preferences for steel and manufactured products and Davis-Bacon Act wage requirements. A bidder's bond equal to 5% of the total proposal amount was required to accompany each bid, with performance and payment bonds set at 100% upon contract execution. Monthly progress payments would have been made with retainage held at a maximum of 10% per payment. Liquidated damages for delays were assessed at $800 per calendar day.

A non-mandatory pre-bid meeting was scheduled for November 28, 2022 at 2:00 p.m. EST as a virtual online meeting; interested parties were required to request meeting information from cgayton@croyeng.com. Plans, specifications, and bid forms were available for examination without charge at the City of Cairo's City Manager's Office, Construct Connect in Cincinnati, Ohio, and Croy Engineering, LLC in Marietta, Georgia. A non-refundable deposit of $150 for hard copies or $50 for electronic copies in PDF format was required. Bids were required to remain open for acceptance or rejection for 120 calendar days following the bid opening date.
