About this opportunity

Salt Lake City Corporation, through its Department of Airports (SLCDA), is requesting proposals for comprehensive baggage handling system maintenance and repair services at Salt Lake City International Airport, with proposals due October 23, 2026 at 2 p.m. Mountain Time and a pre-proposal meeting scheduled for September 29, 2026.

Respondents must demonstrate a minimum of five years of satisfactory experience managing airport baggage systems at facilities with equal or greater passenger volume and complexity, and must hold a Bachelor's degree or equivalent experience for the Site Manager position. The contract commences July 1, 2027, under an initial five-year term with three optional one-year renewal periods at the City's sole discretion.

The scope includes preventive and corrective maintenance on all baggage handling system components — conveyors, lift devices, scanning equipment, diverters, computers, servers, and monitoring systems — across multiple concourses and terminal areas. The contractor must maintain greater than 99% system availability daily and monthly (maximum 15 minutes downtime per day, 6 hours per month), respond to jams, emergency stops, and maintenance calls within three minutes with five-minute maximum fallback, and achieve eight minimum service level goals including 1-in-500 bag jam ratio and 95% laser array read rates. Minimum staffing includes one Site Manager (40 hours weekly, 52 weeks), one Administrative Assistant (32 hours weekly), and two Maintenance Repair Technicians (24/7/365 coverage). The contractor must furnish all labor, materials, consumable supplies, and spare parts not provided through City warehouse; maintain detailed records in the EAMS system; and provide daily, weekly, monthly, and quarterly performance reports.

Proposals are evaluated on Experience and Financial Stability (20%), Service Plan (20%), Manager and Staffing (20%), Management Fee and Related Costs (30%), and Innovation (10%), with a minimum technical score threshold of 57%. The contractor must submit a $10,000 bid security and three years of audited financial statements prepared under generally accepted accounting principles. Required insurance includes $5,000,000 commercial general liability per occurrence, $5,000,000 business auto, $2,000,000 professional liability, and workers compensation. The contractor must maintain a performance bond or letter of credit equal to 25% of annual compensation. Questions are due October 15, 2026. Proposals are limited to 20 pages (excluding cover pages, financial statements, and forms) and must be submitted as a single PDF via the Utah Public Procurement Place Portal (U3P).
