About this file

This document is Attachment I to a Salt Lake City Department of Airports (SLCDA) Request for Proposal for Baggage Handling System (BHS) Maintenance and Repair Services at Salt Lake City International Airport. The attachment outlines additional services that may be tasked to the selected contractor on a work-order basis, with work scope and fees to be negotiated separately between the parties. The document specifies comprehensive operational standards and minimum service level goals that the contractor must meet or strive to achieve. Operational requirements include fully staffing the BHS Central Control Room and remote workstations, performing daily system start-up and shutdown procedures, coordinating with equipment manufacturers and the City's IT Department, promptly clearing bag jams and system interruptions, responding to operational issues from airlines and the Transportation Security Administration (TSA), participating in quality control and continuous improvement programs, monitoring system performance 365 days per year, and providing accurate operational reporting. The contractor must also administer contingency and disaster recovery plans, provide functional system training to all BHS contractor and vendor service providers, conduct mandatory bag hygiene training for all personnel, ensure compliance with safety protocols, and schedule weekly coordination meetings with airport maintenance staff and TSA.

The contractor must strive to achieve eight specific minimum service level goals, including maintaining a bag jam ratio of no more than 1 in 500 bags, responding to jams or faults within three minutes on average and five minutes maximum, ensuring 95 percent or greater laser array read rates, processing 95 percent of bags through the system in 10 minutes or less, and maintaining no more than 0.5 percent lost-in-tracking and failsafe condition rates. The document acknowledges that achievement of these goals requires cooperation among all parties involved—the contractor, airlines, TSA, and the City—and that no single entity has complete control over all objectives. The contractor must provide the City with pre-start-up documentation including personnel rosters, roles and responsibilities, service level standards, quality assurance programs, safety programs, reporting plans, and contingency procedures. While the City retains responsibility for BHS maintenance, the contractor must coordinate operational functions cooperatively with City maintenance activities to support troubleshooting, modify operations to accommodate repairs, and maintain work order procedures and safety protocols.

The BHS has been designed with the capability to achieve these objectives. It is understood that all entities (Contractor, BHS Users, TSA, City) involved in maintaining and operating the BHS have a role in achieving these service goals.

No single entity has complete control over any of these objectives and therefore it has been agreed that all entities working together, shall strive to meet the Minimum Service Goals diligently using all tools or measures available to each.

Contractor shall report on these Minimum Service Goals to the City and Airlines.

All goals that fail to meet minimum levels will be reviewed for overall system performance relevance. If justified under poor performance and/or poor customer service levels, the City may require Contractor to remedy the failing service objectives. Contractor, working in conjunction with all parties (Contractor, BHS Users, TSA, City), will develop recommendations to rectify failing objectives, such as increasing staffing levels and/or changes to the BHS physical plant.

Contractor would present its recommendations to the City, TSA and Contractor for concurrence and implementation.
