About this opportunity

The Broward Sheriff's Office is developing a pre-qualified list of IT consultant services providers through RLI 26007KL, with proposals due October 22, 2026. The solicitation anticipates awarding multiple non-exclusive agreements; no contract value or guaranteed minimum hours are stated, and task orders will be issued at BSO's sole discretion either through direct offer or competitive bidding.

The scope encompasses twenty IT consulting disciplines including Oracle and MS SQL database administrators, network operations and systems analysts, .NET and PeopleSoft application developers, GIS specialists, DevOps engineers, cybersecurity engineers, Workday functional analysts across multiple modules, and technical project coordinators. Each discipline carries detailed technical qualification and certification requirements. Place of performance is BSO headquarters at 2601 West Broward Boulevard, Fort Lauderdale, Florida. Compensation is hourly-rate based as specified in each proposer's Exhibit B pricing schedule, with invoices submitted monthly identifying purchase order numbers, work performed, total hours, and personnel categories.

The Master Agreement commences in 2026 and continues through 2029, with two optional one-year renewal periods at BSO's discretion. All staff assigned must undergo background checks and approval by the BSO Director of Information Technology prior to work commencement. Services involving Criminal Justice Information Systems must comply with FBI CJIS Security Policy requirements, including employee background screening, security awareness training, United States data-server restrictions, and NIST Cybersecurity Framework standards.

Insurance requirements include Workers' Compensation ($1 million), Commercial General Liability ($2 million per occurrence), Professional Liability ($2 million), Business Automobile Liability ($1 million), Employee Fidelity Insurance ($2 million), and Umbrella/Excess Liability coverage. Proposers must submit company background and staff qualifications including a minimum of three prior similar projects from the past five years, three professional reference letters, organizational charts, staff resumes with certifications, and a litigation disclosure form covering the past three years (seven years for bankruptcy). Pricing remains firm for 120 days from the due date; if awarded, pricing is fixed for the entire contract term. Funding is contingent on Broward County Commission budget allocations on an October 1 through September 30 fiscal year basis.
