Scope of Services Summary

This is a Scope of Services document for the Broward Sheriff's Office (BSO) Information Technology Department (ITD) in Florida, establishing a pre-qualified list of IT consultants for on-as-needed-basis professional services. The BSO seeks to develop a library of qualified proposers capable of providing consulting services personnel to support the ITD's operational and strategic technology initiatives. The solicitation anticipates awarding multiple contracts to responsive and responsible proposers who meet the qualification criteria outlined in the Request for List (RLI). Successful proposers will be responsible for establishing and maintaining service capabilities and fulfilling all requirements specified in the solicitation documents.

The pre-qualified list structure allows the BSO to maintain flexibility in engaging IT consulting services across various specializations and project requirements without committing to fixed pricing or volumes at the time of award. Proposers selected for the pre-qualified list will operate on a call-as-needed basis, with individual task orders or statements of work issued as specific technology consulting needs arise within the ITD. The solicitation emphasizes cost-effectiveness and timeliness in service delivery, with the expectation that multiple awarded vendors will provide competitive options for different technology consulting scenarios and expertise areas required to support the sheriff's office technology operations.

3.5.3 Procedures for Selecting Candidates from Pre-Qualified Contracted Staffing

Firm list

3.5.3.1 Prior to selection of an individual for an assignment, BSO will request resumes of one or more candidates from Proposer(s) for that particular discipline. ITD may request resumes of available individuals from the Proposer and may elect to interview as many of the individuals as needed. Please note that BSO will reach out to multiple Proposers for candidates for a specific discipline and project duration (there is no expectation that any of the requests are exclusively offered to just one specific Proposer).

ITD will review resumes of possible top candidates from the Proposer(s) and prepare a list of desired/selected candidates to interview. BSO ITD will directly reach out to the selected Proposer(s) to set up a date/time for interviews. Each “selected Proposer(s)” and ITD will establish point of contacts with each other i.e. who we will contact and that the Proposer can only contact BSO ITD people on our approved list. BSO will conduct interviews by a technical peer group followed by a skill set test; interviews will be in-person (preferred) or virtual via video conference. BSO may elect to interview as many candidates as needed.

3.5.3.2 The outcome of the interviews will determine a ranking of eligible candidates.

BSO will then request pricing associated with the top-ranked candidates.

Funding can be a factor in selection, due to the use of Public Funds and fixed budgets. BSO requires all proposed hourly rates to represent the Proposer’s best and most competitive pricing.

3.5.3.3 BSO will require these candidates to get fingerprinted for a BSO background check before proceeding. This process can take some time, and the candidates need to be aware that on-boarding is not immediate.

For the background check fingerprint process, the candidate must go in person and bring their driver’s license or Government ID to one of the following depending on your place of residence. If candidate is local to the Tri-County area, fingerprinting will take place at the BSO Public Safety Complex. If candidate lives anywhere else in the State of Florida, they will go to their local Police Department or Sheriff’s Office. Finally, if candidate resides out of State, BSO will send the candidate a paper fingerprint card that the candidate will bring to their out-of-state Police Department or Sheriff’s Office. Candidate is then responsible to send the completed card to a specified BSO contact.

3.5.3.4 It will be the responsibility of the Proposer(s) to conduct background investigations, credit checks and drug tests on the individuals they present to BSO, for review and potential interview. Please note that if BSO is interested in a candidate, BSO will follow up with its own background check. BSO will not on-board or hire any candidate until the BSO background checked cleared. The Broward Sheriff’s Office reserves the right, in its sole discretion, not to permit an individual on BSO property based on background check results. Only those individuals, who successfully pass a BSO background clearance, when such clearance is required, will be permitted access to BSO facilities (in person or virtually).

3.5.3.5 When a qualified and cleared Candidate has been selected by BSO ITD for a specific Discipline assignment, the recommended Proposer will be forwarded a Task Order by our Information Technology Department (ITD) to be reviewed and executed for this Job requirement and Proposer must return executed task order to ITD to proceed. The task order is the foundation for the candidate’s assignment (contains hours, rate, proposed start and end date of assignment).

Proposer will sign the task order for agreement and return it to BSO ITD. BSO ITD will then generate a PO. A sample of the Task Order is listed as Exhibit “B”.

If a candidate for whatever reason is not working out or leaves the agency, BSO will give the Proposers the opportunity to replace the candidates. If an acceptable candidate cannot be provided within a reasonable amount of time, then BSO will begin the search again, utilizing other Proposers.

3.5.3.6 The various disciplines and their descriptions are listed on Attachment “A” of this RLI. It is anticipated that these are the disciplines that may be required throughout the term of the agreement. However, BSO makes no guarantee as to the actual disciplines needed or the amount of work or any work which may or may not be needed and reserves complete discretion over the frequency of use of the Proposer(s). Additional disciplines, descriptions and/or qualifications may be added at BSO’s sole discretion throughout the term of the agreement.

BSO also reserves the right to add additional providers to this List at any time.

3.5.3.7 All work products and all deliverables, including but not limited to scripts, codes, formulas, data, calculations, programs, software, processes, etc. provided by Proposer to BSO shall be owned by BSO, along with all proprietary rights pertaining thereto. This Agreement shall be considered to be a work for hire agreement. To the extent that this Agreement should be deemed to not be a work for hire agreement, Proposer agrees to, and hereby does, assign to BSO all ownership and all other proprietary rights, including intellectual property rights, in and to all work product and Deliverables. Proposer agrees to execute any documents necessary to document such assignment. Additionally, Proposer shall acquire no rights in any property or information of BSO or licensors of BSO.

4. RESPONSIBILITIES OF PROPOSER: The specifications set forth are for informational purposes and to provide a general description of the requirement.
