About this opportunity

The City of Portland, Oregon is negotiating a contract with TRC Environmental Corporation to administer the Portland Clean Energy Community Benefits Fund Strategic Program 2, which delivers clean energy retrofits to approximately 2,500 units in unregulated multifamily housing over a five-year period, with a proposal deadline that has passed (April 11, 2025) and a Notice of Intent to Award issued on or after May 22, 2025.

This procurement is now in negotiation following a two-phase competitive evaluation. The City received four proposals on April 11, 2025; after Phase I scoring, TRC Environmental Corporation (Portland, OR) and Energy Infrastructure Partners LLC (Portland, OR) advanced to a short list on May 22, 2025. In Phase II evaluation, TRC Environmental Corporation scored 692.6 combined points across both phases, compared to Energy Infrastructure Partners' 683.2 points, and is the City's primary negotiation target. If negotiations with TRC Environmental Corporation fail, the City reserves the right to negotiate with Energy Infrastructure Partners.

The scope is strategic program administration and implementation of multifamily energy retrofits, including establishing a data management system for monthly, quarterly, and annual reporting; coordinating with existing PCEF systems; identifying and vetting qualifying properties; and managing retrofit delivery. Unregulated multifamily housing is defined as buildings with five or more units without existing affordability covenants, with projects unit-specific in mixed-use buildings. Low-income eligibility is gross annual household income at or below 80 percent of Area Median Income.

The estimated PCEF funding is $50 million over a 3–5 year performance period beginning in early 2025. The initial contract term is four years from execution, with the City holding an option to renew for additional periods. Final deliverables are due by October 21, 2029. All workers must receive a minimum of 180 percent of the relevant state minimum wage, and the administrator must verify Oregon Construction Contractor Board licenses, Lead Renovators certifications, and Oregon Bureau of Labor and Industry agent registration when applicable. Evaluation weighted Proposer Capabilities (30 points), Project Approach (30 points), Corporate Responsibility including COBID subcontracting (25 points), Project Team (10 points), and Pricing (5 points). Protests are due within seven calendar days of the Notice of Intent to Award.
