About this file

This is Addendum No. 2 to RFP 00002527 issued by the Procurement Services division of the City of Portland, Oregon for the Portland Clean Energy Community Benefits Fund Strategic Program 2, which focuses on clean energy retrofits in unregulated multifamily housing. The addendum, issued on April 3rd, 2025, provides clarifications and answers to nine questions submitted by potential bidders and must be included in all proposals. Proposals are due by 3:00 pm on April 11th, 2025. The addendum addresses procedural matters including the treatment of letters of support (which will not be scored), advance payment request processes on a quarterly basis, and branding requirements that must maintain prominent visibility of the Portland Clean Energy Fund.

The addendum clarifies evaluation criteria and compliance requirements for respondents. Regarding Corporate Responsibility points related to Community Builders and Diversity Initiative (COBID) subcontracting, the scoring methodology utilizes a formula where proposed COBID utilization as a percentage of total proposal cost is calculated against a 40 percent threshold, multiplied by eight available points. All COBID firms must be specifically named in proposals to receive evaluation credit, and the COBID utilization percentage is calculated based on the proposed portion of administration costs rather than the total $50 million allocated to the program. The addendum also specifies that the Program Administrator must verify active Oregon Construction Contractor Board licenses, Lead Renovators certifications for pre-1978 properties, and Oregon Bureau of Labor and Industry agent registration when apprentices are utilized. PCEF has established methodology for converting energy savings to CO2e emissions reductions that will be discussed during contracting, and the program may customize messaging and branding in consultation with PCEF during the contracting phase.

ADDENDUM NO. #2

RFP No. 00002527

FOR

PORTLAND CLEAN ENERGY COMMUNITY BENEFITS FUND

STRATEGIC PROGRAM 2 – CLEAN ENERGY IN UNREGULATED (MULTIDWELLING) MULTIFAMILY

HOUSING

Bids or Proposals Due: April 11th, 2025 By: 3:00 pm

This Addendum provides changes to the specifications for the above-entitled project to be considered by each respondent. This Addendum shall be included within the proposal. Any changes made by this Addendum to said specifications offset only the portion of the words or paragraphs specifically mentioned herein, and the balance of the specifications remain in full force. It is the responsibility of all respondents to conform to this addendum.

The purpose of this Addendum is to answer questions received regarding the RFP.

The following Questions were received and have been included with their corresponding answers:

Question 1: Are bidders permitted to include letters of support as an appendix?

Answer 1: While they may be submitted, letters of support will not be scored or considered in the overall evaluation. As supplemental materials, they are not required to even be read by the evaluation committee, especially if the submission exceeds the page limit.

Question 2: Is the City amenable to establishing a prefunded account to expedite payments to contractors and other participants? If not, what is the payment process?

Answer 2: The Administrator will be able to submit advance requests on a quarterly basis.

Question 3: Will the program utilize the Portland Clean Energy Fund brand, or is the selected Program Administrator able to work with PCEF to create a program brand for the website and materials created to support and promote the program?

Answer 3: It will be important that PCEF is prominent in the branding. The program title and messaging may possibly be customized and may be discussed during contracting.

Question 4: In the Phase 1 Evaluation Criteria, how will the 8 points associated with “COBID Subcontracting” be evaluated?

Answer 4: Corporate Responsibility evaluation points related to the share of budget reserved going to qualified COBID or approved alternate firms will be calculated as follows:

Utilization % = Proposed Utilization $/Total Proposal Cost

The Utilization % ÷ 40% x 8 points = the Score

Example: if the Utilization % = 20%, then the Score would be: (20% ÷ 40% x 8 points) = 4 points

Note - Proposed Utilization $ includes the value of COBID/Approved Alternate utilization at only the Sub level.

Question 5: Does PCEF have a target percentage of contract value to be subcontracted to COBID certified firms? If so, is this percentage relative to the total $50M allocated towards SP2, or the Program Administrator’s proposed portion of Administration costs?

Answer 5: The percentage is based off of the proposed portion of administration costs.

Question 6: Do all COBID firms need to be identified in the Proposal? Is it acceptable for a Program Administrator to propose an approach to identify COBID firms to support program delivery during the initial startup and evaluation phase without naming a specific COBID firm?

Answer 6: All COBID firms would need to be named in the proposal in order to be awarded Corporate Responsibility evaluation points for COBID subcontracting.

Question 7: Does PCEF have any alternative pathways available to non-profit organizations that can demonstrate similar goals to supporting diversity and advancing equity in order to qualify for the Corporate Responsibility points?

Answer 7: While non-profit organizations are not currently eligible for COBID (or MSDC, WBENC and OMWBE) certification, the RFP does mention culturally specific organization in the Proposer’s Capacity, Project Team and Project Approach sections as well as in the Scope of Work.

Question 8: The RFP notes PCEF’s goals for energy retrofits will result in 4,000 – 5,000 MT lifetime CO2e emissions reduced. Does PCEF have established methods to convert energy savings (e.g., kWh, therms) to CO2e emissions reduced, or would PCEF expect the Program Administrator to establish these methods?

Answer 8: PCEF has established methods that we would like the Administrator to use and can be discussed during contracting.

Question 9: Regarding minimum requirements that will be placed on the eligibility of contractor supporting the installation of upgrades in this program, are there any certification or training expectation in place for participating contractors?

Answer 9: For projects that include construction or other physical improvements, the Administrator must verify any State required licenses or credentials that are active at the time that PCEF work is preformed, including:

a. Oregon Construction Contractor Board (CBB) License: Verify active OR CCB license at the beginning of each project at: CCB Contractor Search.

b. CBB Lead Renovators License for work on all 1978 or older homes or buildings: Verify current Certified Lead License Search

c. Oregon Bureau of Labor and Industry (BOLI) Agent Registration: If apprentices are being used, ensure registration as a BOLI registered training agent. Check BOLI Registered Agents and BOLI Ineligible Contractors
