About this file
This is a Notice of Intent to Short List issued by the City of Portland, Oregon's Procurement Services division regarding Request for Proposals Number 00002527 for the Portland Clean Energy Community Benefits Fund Strategic Program 2, which focuses on clean energy improvements in unregulated multifamily and multidwelling housing. The City received four proposals on April 11th, 2025, and an Evaluation Committee reviewed and scored all submissions. Two offerors have been selected to advance to Evaluation Level #2: Energy Infrastructure Partners LLC and TRC Environmental Corporation, both located in Portland, Oregon. Proposers who were not selected for the short list may request a debriefing after contract award by contacting Senior Procurement Specialist Thor Haglund at thor.haglund@Portlandoregon.gov.
The notice does not provide specific information regarding pricing terms, contract term duration, funding amounts, or renewal options, as this document serves primarily as a short-listing notification rather than a comprehensive solicitation document. Proposers not selected for advancement are offered an opportunity to understand the evaluation results and feedback through the debriefing process. The document is signed by Sylvester Donelson, Jr., Chief Procurement Officer, and dated May 22nd, 2025.
