About this opportunity

Jordan School District, the fourth-largest school district in Utah serving 57,400 students across 68 schools, seeks qualified vendors through Request for Proposals #27TH01P5 to provide Classroom & Computer Lab Management Software solutions in a multiple award solicitation. The procurement is divided into two categories: Category A for web-based or operating-system-level classroom device management software compatible with Chromebooks, Apple devices, and PCs, and Category B for operating-system-based computer lab device management software for PC and Mac environments. Vendors whose solutions operate across multiple operating systems may qualify for both categories and must submit complete documentation for each applicable category. Required deliverables include software solutions that support differentiated instruction and include comprehensive features such as website filtering and blacklisting/whitelisting capabilities, student communication functionality, device management and control, screenshot and usage reporting capabilities, administrative access controls at district and building levels, compatibility with Skyward SMS 2.0 and Skyward Qmlativ systems, Google Workspace for Education single sign-on integration, and comprehensive training and technical support. Mandatory minimum qualifications require offerors to demonstrate at least three years of experience providing products and services to U.S. school districts, provide three school district references of similar size, and ensure compatibility with iBoss content filtering and Skyward systems. Evaluation criteria allocate 840 possible points for technical proposals (including 15 specific software requirements and training/technical support capabilities), up to 200 points for optional presentations tentatively scheduled between June 17–July 8, 2026, and 400 points for cost proposals based on a five-year contract period, with vendors required to achieve a minimum of 630 points (75 percent) on technical evaluation to advance to presentation and cost evaluation stages. Questions were due May 26, 2026, at 12:00 p.m. MDT, with proposals required by June 2, 2026, at 12:00 p.m. MDT through Utah Public Procurement Place (U3P) Bonfire; the Board of Education is scheduled to approve contract awards on August 25, 2026, with implementation anticipated for August 2026.

This RFP contains no specific set-asides or disadvantaged enterprise designations; however, all vendors must certify compliance with Utah Code 63G-27 regarding public contract boycott restrictions and must sign a Student Data Privacy Agreement complying with FERPA, PPRA, and COPPA federal privacy laws. Vendors must also comply with Utah Code 53G-4-402 requirements, which mandate notification of material content changes and public review opportunities prior to contract finalization, and must participate in an open house demonstration event providing emailable demo links with generic credentials and generic logins for in-person demonstrations. Independent contractors and prospective vendors must complete a URS Post-Retired Verification Form if applicable. This RFP replaces previous contracts from RFP 26TH01P5, which will lapse after June 30, 2026, as those solutions did not provide viable computer lab management functionality. The procurement will award contracts to the two highest-scoring vendors for Category A and up to two highest-scoring vendors for Category B (modified by Addendum #1), with one-year contract terms and options to renew for up to four additional one-year periods for a maximum five-year commitment. No specific budget or award value information is disclosed in the RFP documentation; however, cost proposals must include detailed pricing for base software licenses, additional licenses beyond base thresholds, implementation and installation, in-person and virtual training with itemized travel costs, and ongoing annual support across the five-year period based on a sample school population of 750 students, with all pricing guaranteed for the entire contract term and education discounts required where applicable.
