About this opportunity
The Texas Parks and Wildlife Department (TPWD) is soliciting bids for the design and manufacturing of a 35-40 foot aluminum or fiberglass medium deep v hull research vessel with a single inboard diesel engine, or a catamaran vessel powered with dual inboard diesel engines. The selected vessel must be equipped with an A-frame, winch, and other required gear to collect marine samples in the nearshore Gulf of Mexico and bays of the Texas Coast. Proposals are due by February 14, 2024 at 2:00 PM CT, with the contract to be awarded within 18-24 months. TPWD will evaluate proposals based on compensation, qualifications and experience, and the proposed project approach and delivery schedule. The agency reserves the right to award the contract to the respondent that provides the best value.
The contract opportunity covers multiple jurisdictions within Harris County, Texas, including Travis County and the City of Austin. TPWD has set a 21.1% Historically Underutilized Business (HUB) subcontracting goal, though this is not a strict requirement. Respondents must submit a HUB Subcontracting Plan demonstrating good faith efforts to utilize HUB vendors. The procurement does not specify any set-asides, incumbents, or budgetary ranges, but indicates the total contract value is expected to exceed $100,000 and will be funded through state appropriations.
