About this opportunity

The County of Sacramento Department of Airports is requesting Statements of Qualifications from construction managers at risk for preconstruction and construction services on the Sacramento International Airport Taxiway A, A3, and A13 Pavement Rehabilitation Project, with SOQ submissions due July 30, 2026 at 2:00 p.m. and an optional pre-proposal conference on July 7, 2026.

Respondents must hold a current, valid Class A California Contractors License in good standing and be registered with the California Department of Industrial Relations for public works under California Labor Code sections 1771.5 and 1725.5. Performance and payment bonds equal to 100 percent of contract value and comprehensive insurance coverage are required.

The project encompasses full-depth pavement reconstruction of approximately 8,600 feet of Taxiway A (originally constructed circa 1965, measuring 125 feet wide) and connectors, including base bid work for Portland Cement Concrete taxiway pavement, Asphaltic Concrete shoulders, LED lighting upgrades, and storm drain improvements. The Department will enter into a single CMAR contract structured in two phases: Phase 1 provides preconstruction services with a negotiated fee, and Phase 2 encompasses construction under one or more Guaranteed Maximum Price agreements. The Department reserves the right to terminate at Phase 1 completion if proposed GMPs are unacceptable. Construction is projected to commence by July 2027 with base bid completion by 2030.

Strongly preferred qualifications include delivery of at least two CMAR projects of similar size and complexity with GMP management experience and three airfield construction projects on active airfield environments completed within the past ten years. Evaluation uses best-value selection on SOQ scoring (qualifications and experience, 20 points; past performance, 20 points; project understanding, 20 points; project approach, 20 points; scope approach, 10 points; innovation and sustainability, 10 points), followed by interviews for highest-scoring respondents with sealed fee proposals evaluated thereafter. The project anticipates partial or full Federal Aviation Administration Airport Improvement Program funding, requiring compliance with applicable federal laws and FAA provisions. State prevailing wages apply to preconstruction services; federal prevailing wages apply to federally funded construction work. The Department pursues Envision Verification with a minimum Silver award target. Questions are due July 17, 2026; final responses post July 24, 2026. Interviews for shortlisted respondents are anticipated August 24–28, 2026, with notice of intent to award by September 17, 2026 and Board approval by November 17, 2026.

Opportunity text

The County of Sacramento ("County") Department of Airports ("Airports") is seeking Statements of Qualifications (SOQs) from a qualified firm, partnership, corporation, association, persons, or professional organizations as construction manager at-risk ("CMAR" or "Firm") to reconstruct and rehabilitate Taxiways A, A3, and A13 at the Sacramento International Airport ("SMF").

Respondents interested in providing CMAR services will partner with the Department's Project Manager and Department's Consultant Designer (RDM International, Inc.) to deliver the Project. As part of the Project team, the Construction Manager will be asked to provide input on schedule, phasing, constructability, cost and estimates, value engineering, and plan review throughout the design process. The Construction Manager will also be required to develop and submit to the Department one or more guaranteed maximum prices ("GMPs") for all labor, equipment, and materials to construct the Project.

The Department anticipates entering into a single contract (CMAR Contract) with the Construction Manager that contains a fee for preconstruction services (Phase 1) and sets forth an agreed-upon process for establishing one or more GMPs for the construction phase (Phase 2). If the Department accepts the GMPs, the Department will issue a Notice to Proceed to commence Phase 2. If the GMPs are not accepted by the Department, the Department reserves the right to terminate the CMAR Contract at the completion of Phase 1.

CMARs that intend to submit an SOQ must meet the following minimum requirements:

  • Ability to provide adequate bonds and insurance commensurate with the work to be performed, as more particularly described in the sample CMAR Contract attached as Exhibit 2 within the Request for Qualifications ("RFQ")
  • Hold a Class A California Contractors License which is current, valid, and in good standing with the California Contractors State License Board.
  • Be registered with the California Department of Industrial Relations ("DIR") and qualified to perform public work as required by California Labor Code sections 1771.5 and 1725.5.

In addition, experience in the following areas is desired:

  • Have delivered at least two (2) projects using CMAR delivery method of similar size and complexity as this Project and managed work through GMP contracts with proven ability to manage progressive GMPs with defined controls.
  • Delivered three (3) airfield construction projects on active airfield environments within the past ten (10) years.
  • Have experience working with government agencies and with public works projects, including applicable public contracting and labor compliance requirements.
