About this file

This is a Request for Qualifications (RFQ) excerpt issued by the County of Sacramento, Department of Airports, for Construction Manager at Risk (CMAR) services related to the Sacramento International Airport (SMF) Taxiway A, A3, and A13 Pavement Rehabilitation Project. The project involves the reconstruction and rehabilitation of taxiways originally constructed around 1965, with Taxiway A measuring approximately 8,600 feet long and 125 feet wide, along with its connectors. Respondents interested in providing CMAR services will work collaboratively with the Department's Project Manager and the Department's Consultant Designer (RDM International, Inc.) throughout the design and construction phases. The Construction Manager will be responsible for providing input on schedule, phasing, constructability, cost estimates, value engineering, and plan review during the design process, and will develop one or more guaranteed maximum prices (GMPs) for all labor, equipment, and materials. The contract structure includes a Phase 1 preconstruction services fee and a Phase 2 construction phase with an agreed-upon process for establishing GMPs; if the Department does not accept the GMPs, it reserves the right to terminate the contract at the completion of Phase 1. The required Statement of Qualifications submission deadline is July 30, 2026, at 2:00 p.m., with questions to be submitted in writing through the procurement portal by the date specified in Section 6 of the RFQ.

Minimum qualifications for CMAR respondents include the ability to provide adequate bonds and insurance as described in the sample CMAR Contract, a current and valid Class A California Contractors License in good standing with the California Contractors State License Board, and registration with the California Department of Industrial Relations to perform public work as required by California Labor Code sections 1771.5 and 1725.5. The RFQ strongly prefers candidates with experience delivering at least two CMAR projects of similar size and complexity with proven ability to manage progressive GMPs, delivery of three airfield construction projects on active airfield environments within the past ten years, and experience working with government agencies and public works projects including public contracting and labor compliance requirements. The Department intends to award the project to the successful respondent using the best value method of selection. Full RFQ details and registration can be accessed through the County's procurement portal at http://secure.procurenow.com/login, which utilizes OpenGov Procurement as the third-party platform.

Request for Qualifications Construction Manager at Risk (CMAR) Services SMF Taxiway A, A3, and A13 Pavement Rehabilitation Project

The County of Sacramento (County) owns and operates the Sacramento International Airport (SMF) through the Department of Airports (Department). SMF is a commercial service airport located 12 miles from downtown Sacramento. SMF opened in 1967 under its previous name, the Sacramento Metropolitan Airport, and in the 1990s it was renamed Sacramento International Airport. Currently, SMF is best known as the gateway between Northern California destinations and major cities across the United States and the world.

SMF Taxiway A and its connectors were originally constructed around 1965. Taxiway A is approximately 8,600 feet long and 125 feet wide (i.e., a 75-foot-wide taxiway with 25-foot-wide paved shoulders on each side). The Taxiway A connectors (A3, A5, A8, A10, A11, and A13) vary slightly in width throughout the Taxiway A complex, but are approximately the same width as Taxiway A. The Department identified the need to reconstruct the asphalt portions of Taxiways A, A3, and A13 to address current functional and structural issues.

In accordance with California Public Contract Code section 20146, the Department intends to utilize the Construction Manager At Risk (CMAR) method to reconstruct and rehabilitate Taxiways A, A3, and A13 at SMF (Project). The Project is more particularly defined in the County’s Request for Qualifications (RFQ). The RFQ can be downloaded at http://secure.procurenow.com/login. CMARs will need to register on the County site (County uses a third-party site called OpenGov Procurement) to download the full RFQ. The Department invites all qualified CMARs interested in providing these services to submit an SOQ in compliance with the requirements of the RFQ document. The Department intends to award the Project to the successful Respondent (Construction Manager) using the best value method of selection.

Respondents interested in providing CMAR services will partner with the Department’s Project Manager and Department’s Consultant Designer (RDM International, Inc.) to deliver the Project. As part of the Project team, the Construction Manager will be asked to provide input on schedule, phasing, constructability, cost and estimates, value engineering, and plan review throughout the design process. The Construction Manager will also be required to develop and submit to the Department one or more guaranteed maximum prices (GMPs) for all labor, equipment, and materials to construct the Project.

The Department anticipates entering into a single contract (CMAR Contract) with the Construction Manager that contains a fee for preconstruction services (Phase 1) and sets forth an agreed-upon process for establishing one or more GMPs for the construction phase (Phase 2). If the Department accepts the GMPs, the Department will issue a Notice to Proceed to commence Phase 2. If the GMPs are not accepted by the Department, the Department reserves the right to terminate the CMAR Contract at the completion of Phase 1.

CMARs that intend to submit an SOQ must meet the following minimum requirements:

· Ability to provide adequate bonds and insurance commensurate with the work to be performed, as more particularly described in the sample CMAR Contract attached as Exhibit 2.

· Hold a Class A California Contractors License which is current, valid, and in good standing with the California Contractors State License Board.

· Be registered with the California Department of Industrial Relations and qualified to perform public work as required by California Labor Code sections 1771.5 and 1725.5.

In addition, the following experience is strongly preferred:

· Have delivered at least two (2) projects using CMAR delivery method of similar size and complexity as this Project and managed work through Guaranteed Maximum Price (GMP) contracts with proven ability to manage progressive GMPs with defined controls.

· Delivered three (3) airfield construction projects on active airfield environments within the past ten (10) years.

· Have experience working with government agencies and with public works projects, including applicable public contracting and labor compliance requirements.

Questions regarding the RFQ must be submitted in writing through http://secure.procurenow.com/login by the date stated in Section 6. Procurement Schedule of the RFQ, or as issued by Addendum. Required SOQ submission deadline is July 30, 2026, at 2pm.
