1 INTRODUCTION AND GENERAL INSTRUCTIONS
The County of Sacramento (County) owns and operates the Sacramento International
Airport (SMF) through the Department of Airports (Department). SMF is a commercial service airport located 12 miles from downtown Sacramento. SMF opened in 1967 under its previous name, the Sacramento Metropolitan Airport, and in the 1990s it was renamed
Sacramento International Airport. Currently, SMF is best known as the gateway between
Northern California destinations and major cities across the United States and the world.
SMF Taxiway A and its connectors were originally constructed around 1965. Taxiway A is approximately 8,600 feet long and 125 feet wide (i.e., a 75-foot wide taxiway with 25-foot wide paved shoulders on each side). The Taxiway A connectors (A3, A5, A8, A10, A11, and
A13) vary slightly in width throughout the Taxiway A complex, but are approximately the same width as Taxiway A. The Department identified the need to reconstruct the asphalt portions of Taxiways A, A3, and A13 to address current functional and structural issues.
In accordance with California Public Contract Code section 20146, the Department intends to utilize the Construction Manager At Risk (CMAR) method to reconstruct and rehabilitate Taxiways A, A3, and A13 at SMF (Project). The Project is more particularly defined in Section 2 below. The Department intends to award the Project to the successful
Respondent (Construction Manager) using the best value method of selection.
The Department invites all qualified firms interested in providing the CMAR services (each, a Respondent) set forth in this Request for Qualifications (RFQ) to submit Statements of
Qualifications (SOQs) in compliance with the requirements of this RFQ.
Respondents interested in providing CMAR services will partner with the Department’s
Project Manager and Department’s Consultant Designer (RDM International, Inc.) to deliver the Project. As part of the Project team, the Construction Manager will be asked to provide input on schedule, phasing, constructability, cost and estimates, value engineering, and plan review throughout the design process. The Construction Manager will also be required to develop and submit to the Department one or more guaranteed maximum prices (GMPs) for all labor, equipment, and materials to construct the Project.
The Department anticipates entering into a single contract (CMAR Contract) with the
Construction Manager that contains a fee for preconstruction services (Phase 1) and sets forth an agreed-upon process for establishing one or more GMPs for the construction phase (Phase 2). If the Department accepts the GMPs, the Department will issue a Notice to Proceed to commence Phase 2. If the GMPs are not accepted by the Department, the
Department reserves the right to terminate the CMAR Contract at the completion of Phase
1.

2 Project Overview
Taxiway A is approximately 8,600 feet long and 125 feet wide (i.e., a 75-foot wide taxiway with 25-foot wide paved shoulders on each side). The taxiway connectors vary slightly in width throughout the Taxiway A complex but are approximately the same width as Taxiway
A. The Taxiway A complex serves Runway 17R/35L. Taxiway A and its connectors were originally constructed in asphaltic concrete pavement around 1965. The Department has performed several projects on the Taxiway A complex throughout the years. In 2006, a major rehabilitation project performed deep milling and repairs. In 2019, several areas received a mill and overlay repair. The Department is currently performing another mill and overlay project with patch repairs on Taxiways A3, A5, A10, A11, and A13.
The Department has identified the need to reconstruct the asphaltic concrete (AC) portions of Taxiways A, A3, and A13 to address current functional and structural issues. Additionally, the Department has identified the need to extend the service life of the Taxiway A3 Hold
Pad, and the connector taxiways A5, A8, A10, and A11. The pavement has deteriorated, increasing the potential for foreign object debris (FOD).
The Department is evaluating potential options for updating the Taxiway A complex with a base bid and bid alternates. The Department is pursuing Envision Verification through the
Institute for Sustainable Infrastructure (ISI) via the Pathway B Post-Construction with a minimum Verification Award level target of Silver (Appendix F).
The Project consists of eight unique work areas: Taxiways A, A3, A3 Hold Pad, A5, A8, A10, A11, and A13. The base project scope includes the full depth pavement section reconstruction of Taxiway A3, A13, and approximately 5,700 feet of Taxiway A. The base bid proposed full depth reconstruction pavement section is P-501 Portland Concrete Cement for the taxiway with P-401 Asphaltic Concrete shoulders. The reconstructed areas will be updated to meet FAA Advisory Circular (AC) 150/5300-13B-Change 1, Airport Design, geometry standards for Taxiway Design Group (TDG) 5. Additionally, the reconstructed areas will receive LED lighting upgrades with new taxiway edge lights and signage. The base bid includes installation of base cans and conduit for future centerline and guard lights.
The base project scope also includes storm drain cleaning and assessment of storm drain pipes within the project area. The Department identified one storm drain structure between
Taxiways B2 and B3 with settlement at the ground surface that needs investigation and repair. There are six proposed in-line check valves to be installed in storm drain outfalls at the west drainage ditch located west of Runway 17R-35L. The west drainage ditch receives the flows from the project area. Additional storm drain scope of work includes reviewing the existing spacing of the manhole structures associated with the storm drain system west of the Taxiway A, documenting inconsistencies with FAA suggested manhole spacing guidelines, and making recommendations for adding new manholes, if required. The
P a g e | 1 1
Department will evaluate the recommendations and may include the installation of additional manholes in the base project scope.
The following bid alternates include the base bid work:
• Alternate 1: Taxiways A5 and A11 connectors will be enhanced with TDG 5 geometry, taxiway lighting improvements, and a mill and overlay of the main taxiway surface.
• Alternate 2: Taxiways A5 and A11 connectors will receive full reconstruction with
TDG 5 geometry with the same pavement section as the Base Bid, and taxiway lighting improvements.
• Alternate 3: Full installation of additional electrical improvements for Surface
Movement Guidance and Control Systems (SMGCS) with installation of the centerline light fixtures, guard light fixtures, conductors, and the Constant Current
Regulators (CCRs).
Respondents are directed to Appendix A for more information regarding the project scope.
