About this opportunity
The Texas Health and Human Services Commission (HHSC) and Department of Family and Protective Services (DFPS) are seeking a vendor to provide comprehensive BMC Helix ITSM subscriptions, maintenance services, and support through a Request for Offers (RFO) No. HHS0014578. The procurement encompasses digital workplace services for approximately 25,000 named users monthly, 2,000 self-registered users monthly, 160 suite user named licenses, and 1,790 suite concurrent user licenses. Required deliverables include product subscriptions, integration support, project support, people maintenance services, and transition/turnover services for their current BMC Helix ITSM version 23.3 multi-tenant configuration. Key objectives involve providing incident, problem, knowledge, asset, and change management functions with self-service digital workplace software capabilities. Vendor minimum qualifications require demonstrated experience providing BMC Helix ITSM implementation and support services to an organization with at least 30,000 employees for five consecutive years. The evaluation criteria will weight proposals 30% for narrative approach, 30% for qualifications and experience, and 40% for cost. Critical dates include a pre-proposal conference on January 15, 2025, questions due January 17, 2025, HUB Subcontracting Plan reviews due January 27, 2025, and final proposals due February 6, 2025, at 10:30 AM Central Time.
The solicitation encourages participation from Historically Underutilized Businesses (HUBs) and requires a detailed HUB Subcontracting Plan, with five subcontracting method options available for vendors. The current incumbent contractors are Cooper Consulting (Prime) and Peraton (Subcontractor), who have been managing the existing BMC Remedy on Demand environment before the 2024 migration to BMC Helix ITSM. Vendors must obtain TX-RAMP Level 2 certification prior to award, with no agency-sponsored provisional certification available. The contract will have an initial two-year term with three one-year renewal options, anticipated to begin in July 2025. Historical compensation for similar contracts has been approximately $2.751 million per fiscal year, covering 1,706 annual support hours distributed across HHSC (1,404 hours), DFPS (50 hours), and TIERS DCS & O (252 hours). The total contract term spans 60 months, including the initial 24-month period and potential 36 months of optional extensions. While the requested items may be proprietary to one vendor under Texas Government Code 2155.067, all qualified respondents are encouraged to submit offers.
