About this opportunity

The City of Long Beach Department of Public Works is requesting bids on maintenance dredging of the Alamitos Bay Entrance Channel with bids due April 29, 2026 at 3:00 p.m., following a rebid after the initial solicitation.

The scope comprises dredging approximately 415,000 cubic yards from the entrance channel to -20 feet MLLW plus 1 foot of payable overdredge, transport of dredged material, and beach nourishment placement on Peninsula Beach, along with mobilization, environmental controls, surveying, and debris removal. Work must be completed within 152 calendar days, scheduled September 16, 2026 through February 14, 2027 to avoid sensitive species breeding seasons. The project is subject to a Citywide Project Labor Agreement with a 40 percent local hiring goal, 30 percent apprentice goal per craft, and 10 percent disadvantaged worker goal. Bidders must hold a valid California Class A Contractor license and demonstrate three prior projects with cumulative value of at least five million dollars including dredging and beach nourishment experience within the last ten years.

Four responsive bids were opened April 29, 2026. Dixon Marine Services, Inc. (WBE-designated) submitted the lowest responsive bid of $7.448 million; Manson Construction Co. (local-designated) bid $8.063 million. Curtin Maritime Corp. and The Dutra Group submitted higher bids and were marked non-responsive. The engineer's estimate was $9 million, funded through State of California Tideland funds with no federal contribution.

A mandatory pre-bid conference occurred April 2, 2026 at 10:00 a.m. via Microsoft Teams; optional job-site walk-through followed at 12:30 p.m. Bid security of 10 percent is required; performance and payment bonds of 100 percent of contract price are due upon award. The project requires California prevailing wage compliance and Department of Industrial Relations registration. Three addenda were issued between March 26 and April 24, 2026, extending the bid deadline, adding a fuel costs line item, and clarifying permit requirements including California Coastal Commission Coastal Development Permit 5-24-0845 and U.S. Army Corps of Engineers Department of the Army Permit SPL-2023-00708-SME.
