About this file
This is a Pre-Bid Conference presentation for a construction project issued by the City of Long Beach, Department of Public Works, in partnership with the City's Economic Development department. The project involves maintenance dredging of the Alamitos Bay Entrance Channel to a depth of -20 feet MLLW plus 1 foot of payable overdredge, with transport and discharge of approximately 415,000 cubic yards of material at the Beach Nourishment Area on Peninsula Beach, including grading and earthwork. A mandatory pre-bid conference was held on April 2, 2026, at 10:00 a.m., with an optional job-site walk-through scheduled for the same day at 12:30 p.m. at the 72nd Place Parking Lot. Bids are due electronically through Long Beach Buys on April 23, 2026, at 3:00 p.m., with an estimated City Council award in July 2026. The Request for Information deadline is April 9, 2026. A Class A Contractor License is required, and bid security of 10 percent of Division A and 30 percent self-performance of Division H are mandatory. Addendum #1 was posted on March 26, 2026.
The project is subject to California prevailing wage regulations (2026-1) and requires all contractors and subcontractors to be registered with the Department of Industrial Relations. Apprenticeship requirements apply to contracts of $30,000 or more, mandating a minimum of 1 hour of apprentice work for every 5 hours of journeyman work per craft. The project is governed by a Project Labor Agreement (PLA) applicable to Tier 3 jurisdictions (Los Angeles and Orange Counties), with both union and non-union contractors eligible to bid. Non-union contractors may use a 1:1 core workforce ratio per craft up to 10 employees, with all subsequent workers dispatched from union halls. The PLA establishes a 40 percent local hire goal, 30 percent apprentice goal per craft, and 10 percent disadvantaged worker goal. The engineer's estimate is $9 million, and the City will assign a labor compliance consultant to monitor prevailing wage compliance. Certified payroll records must be uploaded weekly to LCPtracker, and labor compliance withholding will be applied to progress payments for non-compliance.
